7452t .O ORDINANCE NO. 7452 AN ORDINANCE GRANTING A FRANCHISE TO MRS. J. EDWIN LOWE TO PLACE ARTISTIC ADVERTISING BENCHES ALONG CER- TAIN STREET CAR AND BUS ROUTES IN THE CITY OF LITTLE ROCK, REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. There is hereby granted unto Mrs. J. Edwin Lowe, her heirs or assigns, an exclusive franchise for a period of five (5) years to place artistic advertising; benches along the street car and bus routes in the City of Little Rock where they may be used for the comfort and convenience of persons wait- ing for street car or bus transportation, for the free use to the public. SECTION 2. The said Mrs. J. Edwin Lowe, her heirs or assigns, are hereby further granted the permission to sell adver- tising space on the front and back of such benches to the gener- al public. SECTION 3. The said Mrs. J. Edwin Lowe for and in consider- ation of such exclusive franchise hereby agrees to pay to the City of Little Rock the sum of $2.50 per year for each bench placed upon any street car or bus route in the City of Little Rock. Before such bench is placed upon the Street car, and /or bus routes, a permit must be issued and the location approved by the City Engineer, and the property owner nearest such proposed location. SECTION 4. All benches placed along the street car and bus routes of the City of Little Rock shall be manufactured accord- ing to the plans and specifications set out in the petition of J. Edwin Lowe on file in the City Clerk's Office. Each bench shall be approximately 7 feet long, and 2 feet wide; and the seat and back shall be of seasoned wood that will be painted with green or brown enamel. The seats shall be replaceable and shall be attached to the concrete by screws or bolts. The benches at all times shall be kept in good condition and repair, and no bench shall be placed upon such routes while being repaired or while any of the paint thereon is wet. r � -2- SECTION 5. At no time during the existence of this fran- chise will there be any whiskey, wine, or beer advertising plac- ed on said benches. SECTION 6. It is hereby understood and agreed that this ordinance shall apply to the follow Lng streets Main Street from Markham to Ninth Street. West Fifth Street from Main to Spring Street. Test Markham Street from Main to Spring Street. East Markham Street from Main to Rector Avenue. SECTION 7. Ordinance No. 6910, and all other ordinances and parts of ordinances in conflict herewith are hereby repealed, and this ordinance shall be in full force and effect from and after its passage and approval.
