ZANDINANCE TO PROVIDE FOR THE ESTABLISHMENT OF A CITY
COMMISSION UNDER THE PROVISIONS OF ACT NO. 108
CTS OF 1929, AS AMENDED BY ACT 295 OF 1937; TO
PRESCRIBE THE POWERS AND DUTIES OF SUCH COMMISSION; RE-
PEALING CERTAIN OTHER ORDINANCES; AND FOR OTHER PURPOSES.

BE IT ORD (AINED BY THE CITY COUNCIL OF THE CITY OF LITTLE FO CK,
ARKANSAS:
Section 1. That Ordinances No. 4539, 4960 and 6670 are
hereby repealed in their.entirety.
Section 2. MEMBERSHIP OF COMMISSION: That a city planning
commission is hereby created and shall be composed of nine members
who shall be appointed by the mayor, subject to confirmation by
the city council. All members shall serve without compensation.
Said commission shall be composed of six citizen members an d three
aldermen; said citizen members shall include a member of the
Little Rock School Board, an Architect. & professional engineer
and a member of the Real Estate Board. In order that the posi-
tions may be rotated within the council, the terms of the alder-
men members shall be for six months, provided further that no
alderman can be re- appointed until all other members of the council
have served. The terms of the citizen members shall be for a
period of three years, provided, however, that the initial appoint-
ments shall be as follows: two members for a term of one year; two
members for a term of two years; two members for a term of three
years.
Section 3. ORGANIZATION AND RULES. That the members of the
planning commission shall meet at least once a month at such times
and places as they may fix by resolution. Special meetings may be
called from time to time by the chairman. Five members of the
planning commission shall constitute a quorum for the transaction
of business. The planning commission shall cause proper record to
be kept of its proceedings.
Section 4. GENERAL POWERS AND DUTIES. The city planning
commission shall make a comprehensive study of the present con-
ditions and future growth of the municipality and its neighbor-
ing territory, for the purpose of planning a co- ordinated, adjust-
ed and harmonious development of the municipality and its environs

which would promote, in accordance with present and future needs,
the safety, morals, order, convenience, prosperity and general
welfare of the citizens; efficiency and economy in the pro cess
of development, convenience of traffic; safety from fire end
other dangers; adequate light and air; healthful and convenient
distribution of population; good civic design and arrangement;
wise and efficient expenditures of public funds; adequate pro-
vision for public utilities; and other public requirements.
It shall be the duty of the planning commision to revise
the present city plan in accordance with the authority and the
procedure provided in Act 108 of the Acts of 1929, as anended
by Act 295 of the Acts of 1937, of the Arkansas Legislature.
Section 5. All ordinances and parts of ordinances in con-
flict herewith are hereby repealed and this ordinance shall be
in force from and after its passage and approval.
