A summer playground program is hereby established in the Parks and Recreation Department. SECTION 2. Because a summer playground program is found to be vital to the best interest of the youth of this community, in order to develop sound bodies and train into good citizenship the minds of the youth of Little Rock; and because it is found that this playground program will accomplish these ends, an emergency is hereby declared to exist, and this ordinance is found to be necessary for the preservation of the public, peace, health, and safety, and shall be in full force and effect from and after its passage.
