BE IT ORDAINED BY THE CITY COUNCIL Oh THE CITY OF LITTLE ROCK, ARKAN-
SAS:
SECTION 1. Purpose. In order to direct the future physical
development of the city and encourage its social and economic improve-
ments in accordance with modern city planning principles and to in-
sure the orderl;�, efficient, and econo_ic arrangement and development
of future public works projects, there is hereby created a co=iss-
ion to ',e known as the Citv Planning Commission.
SECTION 2. TvEembers. The City Planning Commission shall con-
sist of twelve (12) members appointed by the mayor and approved by
the council; three (3) members shall be members of the city council
and will serve for terns of one (1) year and cannot serve consecut-
ive terms. The other nine (9) members shall be citizens of Little
Rock other than Aldermen qualified by knowledge or experience to
act upon matters pertaining to the physical, social, and economic
dev,elopyrent of the city. These nine (9) members shall in the initial
appointment serve terms as follows: three (3) members for a tern: of
one (1) year; three (3) members for a term of two (2) years; three
(3) members for a term of three (3) years; thereafter all appointzi�ents
other than members of the council will be for three (3) years, all
terns to expire May 1st of such year. Appointments to fill vacancies
shall be for unexpired terms only; all members shall serve without
compensation. Seven (7) members shall constitute a quorum.
SECTION 3. Procedure. The cormission shall elect fro:;: among
its members its own Chairman, price Chairman, Secretary, and Treasurer
and may, from time to time adopt such riles and re-ul�-tions, not
inconsistent with existing; laws of the state, for its ovni organization
and procedure as it may deem proper. Members of the City Council shall
not be eligible for election to any of these offices.
SECTION 4. Duties. The duties of the Commission shall be to
prepare a comprehensive plait or plans showing its ideas and recormend-
ations for the physical development of the city; to provide such
programs, drawings, iaps, or plans covering: the whole or any portion
of said city and of any lands outside of said cittT which, in the opin-
ion of the Commission, bears relation to the development of the wel-
f.are of the city and saia plan or plans shall show the Comriission's
ideas and recoimendations relative to the locations, widths, and
arrangements of streets, alleys, bridges, grade separations, parks,
parkways, playgrounds, schools, public institutions, or other public
grounds or improvements; the grouping of public buildin7s the de-
sign ano placing of any memorials or ��Uorks of art; transportation
facilities, such as railroad, railway, and motor; street arpurtenance:,
including li_-hting standards, street name signs, poles and-wires pro -
jectin7 signs and the like; zoning plan and ordinance for the class-
ification and regulation of land uses and open spaces abcut buildings;
and any other matters pertainin-- to the physical, social, and economic
improvement of said city or any portion thereof, including all matters
permissible by Acts No. 108 of 1929 and 295 of 1937 or other acts
supplementary or amendatory thereto.
SECTION 5. Subdivision of land. All plans and plats for the
subdivision or re- subdivision of land into streets and /or building
lots shall be submitted to the City Planning Commission for its re-
cormendations before final aa.;proval or acceptance b- the city. Such
reco_rmendations b- the Commission shall be made within 30 caays and
failure to do so s ,all constitute a waiver of its rir-ht to pass upon
such plan or plat.

SECTION 6. Publ`_c 'y -orks Program. It shall be the duty of the
City Flanning Commission to prepare and submit an annual public works
program to the Mayor and City Council on the first o." October for
the next succeeding year, and it shall also be the duty of each and
every city department or agency to furnish the Commission, upon re-
quest, any data, plans, estimates, or programs and to collaborate
with said Commission in the preparation of such public works programs.
SECTIO 7. Reports. The Commission shall hake an annual report
to the Ivlayor and City Council covering their investigations, trans-
actions, ana recommendations, and such other reports relative thereto,
as it may deem proper or as requested by the Aayor or City Council and
said Commission may employ- city planners, engineers, architects, clerks,
anc other persons, whose salaries and compensations, and other necess-
ary expenses of said commission and its members shall be provided for
at the discretion of the City Council by proper appropriations or or-
dinances and said City- Council is hereb`t authorized to do so in any
manner not inconsistent with the laws of the State of Arkansas.
SE'CTIOI? 8. Legislation. It shall also be the duty of the Comm-
ission to prepare and recommend such national, state, and municipal
legislation as may be necessary in carrtTing out the recormendations
or suggestions of the Commission.
SECTION 9. Staff. There is hereby authorized to be employed by
the Commission, subject to compliance with the Civil Service regula-
tions, one (1) full time planning director, who shall be a register-
ed Engineer or Architect, or who shall becore registered with one of
the Boards of the Profession of either Engineer or Architect within
six (6) months followinr his appointment. The salar -- for the position
of plannin7 director is hereby authorized in an amount not exceeding
'.4,500.00 per annum.
SECTION 10. Repeal. Ordinance ,To. 7579 passed on April 5,
1948 is hereby repealed.
SECTION 11. :Effect. ?.1hereas, by the passage of this ordinance,
the present laws establishing a City Planning Commission (Ordinance
No. 7579 passed April 5, 1948) are repealed anu in order to prevent
confusion, uncertainty, and becau se of existing conditions a1-_d this
ordinance bein necessary for the preservation of the peace, health
and safety of the people, an err}ergency is hereby declared to exist,
and this ordinance shall take effect and be in im:ediate force from
and after its passage.
