SECTION 1. From and after the passage of this ordinance it
shall be unlawful for any person or persons to race with a motor-
cycle, automobile, truck, or any two, three or four wheeled vehi-
cle propelled by an engine upon the streets of the City of Little
Rock.
SECTION 2. Any such person who violates the Provisions of
Section l of this ordinance shall be deemed guilty of a misdemean-
or, and upon conviction thereof shall be punished as follows.
(a) For the first offense, a fine of not less than
nor more than x;300.00.
(b) For the second offense a fine of w200.00 and 10 days
imprisonment.
(c) For the third offense a fine of $*300.00 and 30 days
imprisonment.
SECTIOT? 3. Racirl,g shall be defined as follows: A contest
of speed between two or more persons driving separate vehicles,
or two or more persons driving vehicles attempting to reach a
certain place first, provided, it shall not be necessary in that
such vehicles shall exceed the speed limit to establish a prima
facie case of racing, but in the event two or n ore vehicles are
being driven in the same directicn at an unlawful rate of speed
and one of such vehicles attempts to pass another, such act shall
be prima facie evidence that all of the persons driving such speed-
ing vehicles are racing.
SECTION 4. All ordinances and parts of ordinances in conflict
herewith are hereby repealed. Unless the provisions of this or-
dinance are put into effect immediately, the peace, health and saf-
ety of the citizens of Little Rock will be adversely affected; there-
fore an emergency is hereby, declared to exist, and this ordinance
shall be in full force and effect from anci after its passage and
approval.
