PENALTY THEREFOR, ALLOCATING THE REVENUE RECEIVED THERE -
FRO1+:, AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK,
ARKAN SAS :
SECTION 1. It shall be unlawful for any person, firm, or
corporation residing within the corporate limits of the City of
Little Rock to own or operate a motor vehicle upon the streets
of the City of Little Rock without securing a City License for
said motor vehicle. Said City License shall be purchased with-
in ten (10) days after the owner or operator has begun operat-
ing the vehicle in the City.
SECTION 2. TO DISPLAY CITY LICENSE. It shall be the duty
of such owner or operator to conspicuously display the license
sticker on the front windshield of the vehicle.
The City Collector has the authority to design said licen-
se sticker.
SECTION 3. FEE, DUE DATE, PENALTY. The license shall be-
come due and payable on the 1st day of May each year. The li-
cense fee shall be $5.00 which shall be a tax for the privilege
of keeping and using said motor vehicle upon the streets of the
City of Little Rock.
When any owner or operator of any motor vehicle subject to
the payment of said license shall fail to pay the same by May
20th of each year, then for each ten days, or fractional part
of ten days after the 20th day of May of each year, there shall
be added to said tax the sum of 1.00 as penalty. The payment
of such penalty shall be enforced in the same manner as the pay-
ment of said license fee, provided that the total amount of any
penalty shall never exceed the original amount of the license.
If the owner or operator of such vehicle purchases city
license on January 1st of the current City Automobile Registra-
tion Year, or subsequent thereto, the license fee shall be
$2.50, provided the vehicle has not been operated in the City
prior to January lst of the current year.

The due date and the final date provided for in this sec-
tion shall be complied with by the City Collector's Office and
no extension of time, without payment of penalty, will be grant-
ed or permitted.
SECTION 4. TRANSFER OF LICENSE. In the event that the per-
son to whom a license is issued purchases another car, then that
person shall be required to present the original license and
number, or furnish proof that said license has been removed or
destroyed and pay a fee of 50¢ for a transfer license.
It shall be unlawful for any person who purchases a car
which bears a current city auto license to continue to display
this license which was issued to the former owner. Said license
must be removed before the vehicle is to be operated by the new
owner.
Should the windshield of a vehicle, on which a current city
license sticker is displayed, be broken and replaced with a new
windshield, then said owner of the vehicle shall be required
to present the original license and number, or furnish proof
that said license has been removed or destroyed, and pay a fee
of 50¢ for a transfer license.
When any motor vehicle is found upon the streets of the
City of Little Rock on.which a current City License is not dis-
played, or with license which is ficticious or improper as to
the name and /or address of the owner of the vehicle, the auth-
orized officer shall cause the same to be towed to some garage
authorized by the Police Department to do such towing and said
car shall remain in storage until the license therefor has been
recorded and until the owner, operator or person in possession
of said vehicle shall have paid the fine prescribed for the par-
ticular violation involved.
Should any vehicle be towed to storage, such owner shall
pay the accrued towing and storage charges upon said vehicle
as a part of the costs incurred by the City of Little Rock,
said towing charge to be X2.50, and storage charge to be 50¢
per twenty -four hours or fraction thereof.

SECTION 5. REVENUE. The revenue derived from the collec-
tion of said vehicle licenses shall be placed and kept in a
separate fund, and shall be used in the construction, repair and
maintenance of the streets, alleys or public ways of the City
of Little Rock.
SECTION 6. NON- RESIDENT OWNERS. Any motor vehicle belong-
Ing to any person, firm or corporation who is a non- resident of
the City of Little Rock, and has complied with all the laws of
the City, territory, or Federal District in the United States
in which he resides, with respect to the registration of motor
vehicles and the display of registration numbers, and who shall
conspicuously display such registration number as required there-
by, may drive said motor vehicle in the City of Little Rock for
a period up to 12 o'clock noon of the 7th day following his
arrival in the City of Little Rock, and on or before such time
shall make application for a Visitor's Permit which shall be
granted to him without cost by the City Collector for a period
not exceeding thirty days. The City Collector is hereby auth-
orized and directed to prepare a Visitor's Certificate or other
means of identification.
SECTION 7. STATE AND COUNTY CARS. Upon sufficient proof
that a motor vehicle is owned by the State of Arkansas or the
County of Pulaski, the City Collector shall issue City Auto
License for said vehicle without charge.
SECTION 8. MONORINa OTEER CITY LICENSES. In the event a
person moves into the City of Little Rock and owns a car on

Little Rock City License shall be purchased and displayed on
said vehicle,
SECTION fl. MANUFACTURERS AND /OR DEALERS. Each manufacturer
and /or dealer in motor vehicles doing business in the City of
Little Rock shall be required to purchase a Dealer Tag and display
upon each motor vehicle used and operated for demonstration purposes
only, upon the streets of the City of Little Rock. Said tag to be
