ORDINANCE NO. 20,672
3 AN ORDINANCE TO AMEND LITTLE ROCK, ARKANSAS,
4 ORDINANCE NO. 20,203 (DECEMBER 15, 2009) TO MAKE THE
5 FRANCHISE RENEWAL PERIOD FOR AT &T U -VERSE ONE (1) -YEAR
6 INSTEAD OF THREE (3) YEARS; AND FOR OTHER PURPOSES.

8 WHEREAS, in accordance with Little Rock, Arkansas, Ordinance No. 19,567 (July 18, 2006), the
9 City entered into an agreement with Southwestern Bell Telephone, L.P., a Texas limited partnership doing
10 business as AT &T Arkansas ( "collectively referred to as AT &T Arkansas ") to set the terms and
11 conditions for AT &T Arkansas to provide IP- enabled video services within the City over an IP network

( "IP -TV "); and,
WHEREAS, on July 18, 2006, Little Rock, Arkansas, Ordinance No. 20,203 was passed to amend
the terms of this Agreement to the end of 2012; and,
WHEREAS, the parties wish to continue the agreement under the same terms and conditions with the
one change noted in this ordinance;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
Section 1. Except as set forth in this ordinance, the agreement executed by the City and AT &T
Arkansas for the provision of IP -TV within the City is hereby renewed for a period of one (1) -year from
and after the date of this ordinance.
Term. The terms of this Agreement, as amended by this ordinance, shall commence on
the effective date of this ordinance and extend through the end of 2013.
Section 2. The Mayor, City Manager and City Clerk are authorized to execute an addendum to the
agreement approved in Little Rock, Ark., Ordinance No. 20,203 (December 15, 2009) to note the
amendment set forth in this ordinance.
Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
ordinance.
Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
any provision of this ordinance are hereby repealed to the extent of such conflict.
