3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., REVISED CODE §
4 2 -243 (1988) TO RECOGNIZE ENTREPRENEURIAL TRAINING AND
5 DEVELOPMENT SERVICES AS A PROFESSIONAL SERVICE FOR
6 THE CITY OF LITTLE ROCK, ARKANSAS, AND FOR ITS VARIOUS
7 BOARDS AND COMMISSIONS; AND FOR OTHER PURPOSES.

9 WHEREAS, Ark. Code Ann. § 19- 11- 801(c) (West 2011), regarding the designation of professional
10 services, authorizes a political subdivision to include as professional services such consulting services as
11 the political subdivision shall designate by two- thirds (2/3) vote of its governing body, and
12 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, finds that price or cost
13 bidding for the provision of the services of an entrepreneurial training and development provider is
14 impracticable, unfeasible, or, if based solely on price, would result in an outcome that would not meet the
15 best interests of the City, and
16 WHEREAS, for the services of an entrepreneurial training and development provider, this
17 declaration on an ongoing basis is appropriate.
18 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK ARKANSAS:
20 Section 1. Little Rock, Ark., Rev. Code § 2- 243(a)(2) (1988) is hereby amended to add subsection

(z) and read as follows:
(2) All services declared to be a professional service if done for or on behalf of the
its Boards, Commissions or Authorities, including the following:
(z) Entrepreneurial training and development services.
Section 2. Severability. In the event any portion of this ordinance is declared or adjudged
invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
ordinance, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
unconstitutional were not originally a part of this ordinance.
Section 3. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with any
provision of this ordinance are hereby repealed to the extent of such conflict.
