SEC"'IO.F 1L. That the acts 'of' tie, Civil Service :C` N=
inission in declaring an emergency to exist in the City of Little
Rock with respect to employees and future er7;10?ees of the Cite
is hereby approved, and an emergency is hereb`T declared to exist
and has existed since the 31st day of July, 1950, in such matters.
SECTION 2. That the following policy as established
by the corniission is hereby approved and glade the policy of Che
City of Little Rock respecting employees and future employees of
the Cit7= of Little Rock curing, said emergency:
"That any citq employee who has satisfactorily
completed six months of continuous service, shall
upon submitting proof of enlistr_ent or induction into
the arried forces of the united States, be granted a
Military Leave of Absence, and upon proper application
for restoration of em loyrnent, made not latbr than ninety
(90) days fnori the date of honorable discharge from the
Armed forces and upon satisfactory proof of physical and
mental fitness, shall be reinstated in tf�.e same rank or
position in s,hich he or she left, with seniority credited
f or the ti_i ie served in tl_e Ariv ed -Forces. if , however, said
employee was on one of the present effective eligible lists
for promotion, and if during, the period of said employee's
Yilitar,, Leave of Absence a vacancy occurred before the
expiration of the list on which his position would have
entitled hin the promotion, the employee shall be ir:mediately
promoted.
"That all promotions and vacancies shall be frozen at
the exx>- _ration of the present effective eligible lists;
and thereafter, any promotion or vacancy shall be fill,--.d
on a ten. )orary basis, PROVIDED, that the Corr_lission may
fill any promotion or vacancy on a permanent basis, if the
@o;rri,Sion deterr_ines that there is no eligible city employee
on Yilitary Leave of absence to the Armed - 'or :.!es.

new persons enployed shall be notified in ,- :ritin!7 by the
Civil service Conmission of their Civ_l clervice Status and
these policies of she Cor_i_�Iission.
"i'hat t _ese �)olicies shall be in �.'orce and effect
retroactive from July �Dl, 1050, the ca'l-e she First er!ployee

all concerned to declare this ewer €c.ency terminated.
"'That these policies are established in order to assure
