AN CRDIMCE AUTHORIZING AND DIRECTING THE BOARD OF PUBLIC AFFAIRS TO

FOR.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK,
ARKANSAS:
That the City Council of the City of Little Rock, Arkansas, hereby
determines, finds and declares that:
SECTION 1. There is an immediate need for a Community Center for the
colored citizens of the City of Little Rock, Arkansas.
SECTION 2. There is money available in the Park Construction Fund for the
purchase of property on which a Community Center can be constructed.
SECTION 3. There is now available, or will be available, desirable prop-
erty which will be held and owned by the Housing Authority of the City of
Little Rock, Arkansas, which is desirable and feasible for a site on
which a Community Center for the colored citizens of the City of Little
Rock, Arkansas, can be constructed.
SECTION 4. The Mayor, City Clerk, and the Board of Public Affairs of the
City of Little Rock, Arkansas, be promptly notified of the passageof
this ordinance; and

authorized to negotiate
a contract to
purchase for a
sum not in excess of
Twenty -Five Thousand Dollars ($25,000.00) as a site on which to construct
a Community Center for the colored citizens of the City of Little Rock,
Arkansas.
SECTION b. The Mayor and the City Clerk of the City of Little Rock, Arkansas,
be and are hereby authorized and directed to execute the contract to pur-
chase, negotiated by the Board of Public Affairs.
SECTION 7. There is hereby appropriated to be payable out of the Park
Construction Fund for the payment of the consideration for the conveyance
as a site on which to construct a Community Center for the colored citi-
zens of the City of Little Rock, Arkansas, the sum of Twenty -Five Thousand
Dollars ($25,000.00).

SECTION 8. The lack of a site for the construction of a Community Center
for the colored citizens bf the City of Little Rock, Arkansas causes
and will cause in the future an increpe and spread of disease and acci-
dents and crime, and constitutes an emergency; that it is necessaryfbr
# preservation of the public peaceo health and safety that this
ordinance become effective without delay, and, therefore, the same shall
take effect and be in force immediately upon its passage..
