AN ORDINANCE ATTACHING AND INCORPORATING TERRITORY
ANNEXED TO THE CITY IN ACCORDANCE WITH AN ELECTION
HELD NOVEMBER 6, 1951, AND AN ORDER OF THE PULASKI
COUNTY JUDGE DATED JANUARY 31, 1952, AND THE AMEND -
HENT THERETO, IN AND TO THE SECOND WARD OF THE CITY
OF LITTLE ROCK, ARKANSAS; DECLARING AN EMERGENCY TO
EXIST, AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE£ ROCK,
ARKANSAS:
SECTION 1. That territory annexed to the City of
Little Rock, Arkansas, in accordance with the mandate of an
election held November 6, 1951, and an order of the Pulaski
County Judge dated January 31, 1952, and the amendment thereto,
is hereby attached to and incorporated into the Second Ward of
the City of Little Rock, Arkansas, said territory being fully
accepted by the City of Little Rock in accordance with the
descriptions entered in the order and amendment thereto of
said County Judge. Said territory is more particularly
described as follows:
Beginning at the intersection of present City
limits boundary with the West boundary of Sec. 14, T1N, R12W;
thence South along said section line to NW Cor. Sec. 23, TIN,
R12W; thence continuing South along West boundary of Sec. 23
to SW Cor. Sec. 23; thence East along South boundary Sec. 23
to the BE Cor. SW4 SW-is See. 23; thence North to NE Cor. SW-14
SW4 See. 23; thence East to NE Cor. SE4 SW4 Sec. 23; thence
South along the half section line to the intersection of the
South boundary Sec. 23; thence continuing South along the half
section line to the BE Cor. NEW' NW-1 See. 26, T1N, R 12W; thence
West to the NW Cor. SE4 NW-11.1 Sec. 26; thence south to the SW
Cor. SE4 NW4 Sec. 26; thence East to BE Cor. BE-*! NEW' Sec. 26;
thence North to NW Cor. SW4—I SW4 See. 24, T1N, R12W; thence
East to the SE Cor. NE4 SW4 See. 24, T1N, R12W; thence North
along the West boundary of the E4 of Sec. 24, T1N, R12W and
the extension of said line North to its intersection with

Fourche Creek in Sec. 13, T1N, R12W; thence in a Northeasterly
direction along the South bank of Fourche Creek to its inter-
section with the East boundary W2 W2 Sec. 17, T1N,RllW; thence
continuing North along East boundary W* WW See. 17 to NE Cor.
NA NWi Sec. 17, said corner being also the SE Cor. SW-,', SW*
See. 8, TIN, R11W; thence continuing North along East boundary
W* W* Sec. 8, T1N, R11W, and the extension of said line North
to the center of the Arkansas River channel; thence in a
Northwesterly direction along said centerline of Arkansas
River channel to intersection with present City boundary line,
said point being on the extended center line of Union Street.
SECTION 2. That because at the present time the
above- described lands have not been assigned to any ward and
because there is great confusion thereby as to matters of
representation in the City Council and as to the government
of the area affected and because all of this should be
corrected immediately, an emergency is hereby declared to
exist and this ordinance is found to be necessary for the
preservation of the public peace, health and safety, and it
shall be in full force and effect from and after its passage.
