AN ORDINANCE APPROVING A PLANNED ZONING
DEVELOPMENT AND ESTABLISHING A PLANNED
COMMERCIAL DISTRICT TITLED MCKINSTRY-
THREET REVISED SHORT -FORM PCD (Z- 6881 -B)
LOCATED ON THE NORTHWEST CORNER OF
CANTRELL ROAD AND TOWNSEND STREET, IN THE
CITY OF LITTLE ROCK, ARKANSAS, AMENDING THE
OFFICIAL ZONING MAP OF THE CITY OF LITTLE
ROCK; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That the zoning classification of the following described property
be changed from PCD to Revised PCD:
Part of the SW `/4 SW '/4 of Section 17 and part of the NW '/4 NW '/4 of
Section 20, T -2 -N, R -13 -W, including part of Block 36, Josephine
Pankey's Extension of her Third Addition and part of abandoned right -of-
way (Black Street and Arnold Street), Little Rock, Pulaski County,
Arkansas, more particularly described as: Beginning at the Southwest
corner of said SW '/4 SW '/4, Section 17; thence NO1 °28' 14 "E along the
west line of said SW '/4 SW '/4, 181.70 feet; thence S88 °31'46 "E, 304.08
feet; thence along a curve to the left having a radius of 1030.00 feet, and
an arc length of 161.50 feet and a chord bearing and distance of
SO4 021'51 "W, 161.33 feet; thence S00 °07'40 "E, 27.39 feet to a point on
the south line of the SW '/4 SW '/4 of Section 17; thence S00 °07'40 "E,
20.03 feet; thence S87 °12'55 "E, 10.01 feet; thence S00 °07'40 "E, 195.11
feet to a point on the north right -of -way line of Arkansas State HWY. #10;
thence along said north right -of -way line the following 4 courses and
distances: (1) N69 °3832 "W, 167.53 feet; (2) N64 °09'58 "W, 134.91 feet
(3) N63 °38'51 "W, 10.21 feet and (4) N69 °58'46 "W, 23.87 feet to a point
on the west line of the NW '/4 of the NW '/4 of Section 20; thence
NO1 °49' 11 "E along said west line, 100.30 feet to the point of beginning
containing 2.401 acres more or less.
SECTION 2. That the preliminary site development plan /plat be approved as
recommended by the Little Rock Planning Commission.
SECTION 3. That the change in zoning classification contemplated for
McKinstry- Threet Revised Short-form PCD is conditioned upon obtaining a final plan
approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the
Code of Ordinances.
SECTION 4. That the map referred to in Chapter 36 of the Code of Ordinances
of the City of Little Rock, Arkansas, and designated district map be and is hereby
amended to the extent and in the respects necessary to affect and designate the change
provided for in Section 1 hereof.
SECTION 5. That this Ordinance shall not take effect and be in full force until
the final approval of the plan.
SECTION 6. Severability. In the event any titie, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the ordinance which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
ordinance.
SECTION 7. Repealer. All laws, ordinances, resolutions, or parts of the same
that are inconsistent with the provisions of this ordinance are hereby repealed to the
extent of such inconsistency.
