AN ORDINANCE SUBMITTING TO THE ELECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS, THE QUESTION OF ISSUING
BONDS FOR THE PURPOSE OF PURCHASING AND HOUSING FIRE-
FIGHTING APPARATUS AND FIRE -ALARM SYSTEMS; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED by the City Council of the City of Little
ck, Arkansas:
SECTION 1. There shall be submitted at the general election
be held in the City of Little Rock on November 4, 1952, the
question of the issuance by the City of $590,000 in improvement bonds,
for the purpose of purchasing and housing fire - fighting apparatus and
fire -alarm systems, to be dated as of February 1, 1953, to bear
interest at a rate not to exceed 3% per annum, to be callable for
payment prior to maturity upon terms to be fixed by the City Council,
and to mature on the 1st day of February in each year as follows:

SECTION 2. The question shall be included on the ballot in
Gsaid election in substantially the following form:

The bonds will be issued for the purpose of
purchasing and housing fire- fighting apparatus and
fire -alarm systems.

SECTION 3. Said election shall be held and conducted at the
polling
usua� places in the City of Little Rock and the vote thereof canvassed
and the result declared under the law and in the manner now provided
for municipal elections, and the Mayor of the City of Little Rock is
hereby authorized and directed to give notice of such election by an
. tciyert;,Lsoment published weekly, once a week for four times, in some
newspaper published in the City of Little Rock and having a bona fide
circulation therein, the last publication to be not less than ten days
prior to the date of said election, and only qualified voters of the
City of Little Rock shall have the right to vote at said election.
SECTION 4. The result of said election shall be, proclaimed
by the Mayor and his proclamation shall be published one time in some
newspaper published in the City of Little Rock and having a bona fide
circulation therein, and the result of said election as proclaimed by
the Mayor shall be conclusive unless attacked in the courts within
thirty days after the date of such proclamation.
SECTION 5. That a copy of this ordinance be given to the
Pulaski County Sheriff in order that he may include this question in
his proclamation of said election to be posted and published, and
that a copy be given to the Pulaski County Board of Election Com-
missioners so that they may provide the proper election officials
and supplies.
SECTION 6. It is hereby ascertained and declared that there
is an immediate and urgent need for the improvement of the municipal
fire department in order to protect the health, life and property of
the inhabitants of the City of Little Rock, and that therefore an
emergency exists and this ordinance is necessary for the preservation
of the public peace, health and safety, and shall be in force and
take effect immediately upon and after its passage.
