ORDINANCE NO. 9125
AN ORDINANCE AHENDING ORDINANCE NO. 7525 TO PROVIDE FOR
INSPECTION FEES TO . DEFRAY _ THE COST OF MEAT INSPECTIONS IN
THE CITY OF LITTLE ROCK,AND PROVIDING A PENALTY FOR THE
VIOLATION THEREOF, AND. FOR . 0 THER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. Fees and records of Inspections;- To cover a
part of the cost of animal and meat inspection by the Health Depart-
ment of -the City of Little Rock as required by ordinances of the
City of Little Rock, the following inspection fees shall be paid
to the City Collector by each person, firm or corporation slaughter-
ing any animal within the separate zones hereby established,to be
used for food. The following inspection fees shall be paid by each
person, firm or corporation according to the zone in which they are
located, as follows:
a. Zone 1. Within the limits of the City of Little Rock and
Within five (5) miles from the outside of the city limits: For grown
cattle and yearlings of 250 pounds or more, dressed weight, 309 each;
for all other animals, 20V each.
b. Zone 2. Between five (5) to ten (10) miles from the city
limits of the City of Little Rock: For grown cattle and yearlings
of 250 pounds or more, dressed weight, W each; all other animals,
25¢ each.
c. Zone 3. For such establishments beyond ten (10) miles from
the city limits of the City of Little Rock: For grown cattle and
yearlings of 2.50 pounds or more, dressed weight, 50¢ each; all other
animals, 40g each, plus $1.50 for each inspection trip aide.
Providing, in lieu of the above inspection fees, any person,
firm or corporation slaughtering less than 12,000 animals per annum
may pay an annual inspection fee of $1,100.00 per year if paid on or
before January 31st of each year.
Providing further that any person, firm or corporation
slaughtering 12,000 animals or more per annum may pay an annual
inspection fee of $1,600.00 per year if paid on or before January
31st of each year.
Provided further that any person, firm or corporation

receiving the full -time services of an inspector shall pay the
full salary of the inspector, as s et by city ordinance, and in
addition thereto, shall pay their proportionate share of the
administrative cost of the Meat Inspection program. payment shall
be made in the amount specified by the City Collector on or before
the 10th day of each month.
SECTION 2. All persons, firms or corporation slaughter-
ing cattle and /or operating en a stablishment, as defined by Section
1 (d) of 0rdinance loo. 7273, who have at least one full -time Federal
meat inspector upon their premises at all times for the purpose of
making inspections under Federal regulations, are hereby exempt
from the terms and provisions of this ordinance and such establish-
ments shall not be inspected by the Health Department of the City
of Little Rock.
SECTION 3. Each person, firm or corporation, other than
those establishments selling exclusively direct to the consumer at
retail, engaged in the business of manning, curing, smoking. . salting,
packing, rendering, the manufacturing of sausage or the processing
Of meat and /or seat products, shall pay an annual premises inspection
fee in the sum of #250.00, provided, however, that any person, firm
or corporation having a full -time Federal meat inspector upon the
Promises at all times, whose duty it shall be to inspect such
operations, shall be exempt from the inspection fee imposed by this
section and no inspection of such premises shall be made by the City
of Little Rock. provided, further, that all persons subject to the
inspection and inspection fee provided for in Section 1 of this
ordinance shall be exempt from the inspection fee imposed by this
section.
SECTION 2he inspector shall keep an accurate record
Of all animal$, meat and meat products inspected by him and shall
make a daily report of his work to the Health Officer on a form
Provided by the Health Officer. At the end of each month the Health
Officer shall file a copy of said report with the City Collector, who
shall collect from each person, firm or corporation the inspection
fee due for the preceding month.
If any person fails to pay the amount due the City as per

statement rendered by the City Collector by the 15th of the month
following the notification of the amount due, the City Collector
shall notify the City Health Officer, Who is hereby authorised and
directed to withdraw inspection service from such establishments
until such fee is paid; and such person shall be prohibited mom
processing, manufacturing, bringing, or causing to be brought into
the City of Little Rock any meat or meat products to be or which

SECTION 5. All fees herein provided for shall be used
only for the expense of carrying out meat inspection and control
ordinances of the City of Little Rock.
SECTION 6. Penalty;- Any person convicted of a violation
of any of the provisions of this ordinance shall be deemed guilty of
a misdemeanor and shall be fined not less than Twenty -Five Dollars
($25.00) nor more than One Hundred Dollars ($100.00), and each day
Of such violation shall constitute a separate offense.
SECTION 7. Ordinances No. 7484, 4322 and 3086, and all
ordinances and parts of ordinances in conflict herewith are hereby
repealed. unless the provisions of this ordinance are put into
effect immediately, the public peace, health and safety of the
citizens of Little Rock will be adversely affected. Therefore, an
emergency is hereby declared to exist and this ordinance shall be
in full force and a ffect from and after its passage and approval.
