the closing of a section of the continuation of East Tenth
Street and establishment of a substituted highway upon the
strip of land dedicated by Texas Eastern Transmission Corpora-
tion as aforesaid and that, in as much as the use as a highway
of such extension of East Tenth Street now interferes with
the operation of the Municipal Airport and presents some hazard
to the travelling public, the necessity of making such substi-
tution of highways being emergent, it is therefore, declared
that an emergency exists, and that this ordinance is necessary
for the immediate preservation of the public health, peace and
safety, and this ordinance shall take effect from and after its
passage.
