13605I RESOLUTION NO. 13,605 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO CONTRACT NEGOTIATION WITH TEN ORGANIZATIONS FOR 5 THE PURPOSE OF CONTRACTING FOR CITYWIDE ENHANCEMENT 6 PROGRAMS TO LITTLE ROCK YOUTH AGES SIX (6) — NINETEEN 7 (19); AND FOR OTHER PURPOSES. 8 9 WHEREAS, the City of Little Rock is committed to providing Prevention, Intervention, and Youth 10 Development Programs and services to enhance public safety and community- building; and, 11 WHEREAS, the City advertised a formal Bids to solicit qualifications for Citywide Enhancement 12 Programs for Little Rock youth ages six (6) to nineteen (19); and, 13 WHEREAS, the review committees met and reviewed qualifications submitted and determined these 14 bidders the most qualified, and recommends the organizations listed below for contract negotiations; 15 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 16 OF LITTLE ROCK, ARKANSAS: 17 Section 1. The City will enter into contract negotiations with organizations and services in the 18 following list: 19 Bid 12268 — Arts and Culture Enhancement Services 20 Positive Images in Christ (arts and culture, theatre arts) 21 22 Bid 11247 — Violence Prevention, Arts and Culture Life Skills Enhancement Services 23 Arkansas Community Dispute Resolution Centers, Inc. (violence prevention, bullying, etc.) 24 Arkansas Symphony Orchestra Society, Inc. (music education, "Entergy Kids ") 25 26 Bid 12269 — Literacy: Reading Math and Science 27 UAMS (University of Arkansas for Medical Sciences - science, technology, engineering) 28 Museum of Discovery (science technology, engineering, and math education) 29 Sylvan Learning Centers (reading, math, science, language arts) 30 31 Bid 12270 — Life Skills 32 Pulaski County Youth Services (financial literacy "Youthonomics ") 33 Junior Achievement (JAG "Jobs for Arkansas Graduates ", career decisions, work readiness) 34 First Tee (beginning golf) 35 36 Bid 12271 (Tutoring) 37 Sylvan Learning Centers (tutoring focusing on improving academic levels) 38 39 [Page 1 of 21 I Bid 12272 (Management Information System) 2 nFOCUS (national vendor of software specializing in afterschool and human service 3 programs) 4 5 Section 2. The City Manager is authorized to enter into contract negotiation with these organizations 6 to provide citywide enhancement programs, upon approval of the contract by the City Attorney. 7 Section 3. Funds for these programs are from 2011 Sales Tax revenue specified for prevention, 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 A4:3 al 30 31 32 33 34 35 intervention, and treatment programs. Section 4. The term of the contract is from January 1, 2013, to December 31, 2013, with an option for two (2) additional one (1) -year terms based on appropriation of funds and satisfactory performance. Section 5. Severability. In the event any portion of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of this resolution. Section 6. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with any provision of this resolution are hereby repealed to the extent of such conflict.
