20661I ORDINANCE NO. 20,661 2 3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO. 4 20,515 (DECEMBER 13, 2011), TO ADJUST THE FISCAL YEAR 2012 5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE 6 ADJUSTMENTS FOR THE GENERAL FUND, STREET FUND, RIVER 7 MARKET FUND, GOLF FUND, FITNESS AND AQUATICS FUND AND 8 ZOO FUND; TO DECLARE AN EMERGENCY; AND FOR OTHER 9 PURPOSES. 10 11 WHEREAS, the City approved a comprehensive budget for the City of Little Rock, Arkansas, in 12 Little Rock, Ark., Ordinance No. 20,515 (December 13, 2011), and 13 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General 14 Fund, and where necessary to authorize the increase or decrease in the fiscal year 2012 line items for 15 these and other matters, and 16 WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance with City 17 budget and financial reporting policies, have reviewed these adjustments and recommend them to the 18 Board of Directors for approval, 19 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 20 OF LITTLE ROCK, ARKANSAS: 21 Section 1. General Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,515 (December 13, 22 2011) is hereby amended so the General Fund Operating Resources amount will increase by Nine Million, 23 Four Hundred and Sixty-Seven Thousand, Five Hundred Seventy-One Dollars ($9,467,571) to One 24 Hundred Sixty-Eight Million, Twenty -Seven Thousand, Three Hundred Eighty-Six Dollars 25 ($168,027,386), to reflect increases in operating budgets for General Fund Divisions of Nine Million, 26 Four Hundred and Sixty-Seven Thousand, Five Hundred Seventy-One Dollars ($9,467,571) to One 27 Hundred Sixty-Eight Million, Twenty-Seven Thousand, Three Hundred Eighty-Six Dollars 28 ($168,027,386). Four (4) additional Divisions will be added to the General Fund, including the River 29 Market, Golf, Fitness and Aquatics Center, and Zoo Divisions, as set forth below. 30 Section 2. Street Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,515 (December 13, 2011) 31 is hereby amended so the Street Fund Operating Resources amount will decrease by Eight Hundred Fifty 32 Thousand Dollars ($850,000) to Fifteen Million, Seven Hundred and One Thousand, Six Hundred and 33 Twelve Dollars ($15,701,612), to reflect an increase in operating budgets for Street Fund Division of 34 Eight Hundred Eighty-Five Thousand, Six Hundred Dollars ($885,600) to Seventeen Million, Four (Page 1 of 31 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 Hundred and Thirty-Seven Thousand, Two Hundred and Twelve Dollars ($17,437,212). Section 3. Effective December 31, 2012, the following Fund changes will occur: (a) River Market Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,515 (December 13, 2011) is hereby amended so the River Market Fund Operating Resources amount will decrease by One Million, Sixty -Three Thousand, Eight Hundred and Eighty Dollars ($1,063,880) to Zero Dollars ($0), to reflect an decrease in operating budgets for River Market Fund Division of One Million, One Hundred Sixty -Four Thousand, One - Hundred Eighty Dollars, ($1,164,180) to Zero Dollars ($0). The River Market Fund will be consolidated into the General Fund and will become a Division of the General Fund. (b) Golf Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,515 (December 13, 2011) is hereby amended so the Golf Fund Operating Resources amount will decrease by Two Million, Seven Hundred Seventy-Six Thousand, One Hundred Eighty -Two Dollars ($2,776,182) to Zero Dollars ($0), to reflect a decrease in operating budgets for Golf Fund Division of Two Million, Eight Hundred Seventy Thousand, Two Hundred Eighty- Two Dollars ($2,870,282) to Zero Dollars ($0). The Golf Fund will be consolidated into the General Fund and will become a Division of the General Fund. (c) Jim Dailey Fitness and Aquatics Center. Section 5 of Little Rock, Ark., Ordinance No. 20,515 (December 13, 2011) is hereby amended so the Jim Dailey Fitness and Aquatic Center Operating Resources amount will decrease by One Million, One Hundred Twelve Thousand, One Hundred Forty-Six Dollars ($1,112,146) to Zero Dollars ($0), to reflect a decrease in operating budgets for Jim Dailey Fitness and Aquatics Center Division of One Million, Three Hundred Fifty thousand, Seventy-One Dollars ($1,350,071) to Zero Dollars ($0). The Jim Dailey Fitness and Aquatics Center will be consolidated into the General Fund and will become a Division of the General Fund. (d) Zoo Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,515 (December 13, 2011) is hereby amended so the Zoo Fund Operating Resources amount will decrease by Six Million, Three Hundred Forty-Four Thousand, Three Hundred and Four Dollars ($6,344,304) to Zero Dollars ($0), to reflect a decrease in operating budgets for Zoo Fund Division of Six Million, Five Hundred Eighty -Four Thousand, Three Hundred and Four Dollars ($6,584,304) to Zero Dollars ($0). The Zoo Fund will be consolidated into the General Fund and will become a Division of the General Fund. Section 4. Records. The Director of Finance & Treasurer is directed to maintain appropriate records which provide greater detail for the adjustments set forth in this ordinance as reflected in the materials provided to the Board of Directors for the November 20, 2012, meeting. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the ordinance. Section 6. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this ordinance are hereby repealed to the extent of such inconsistency. Section 7. Emergency.
