9254ORDINANCE NO • IM,1 I Mir IMIRION I f:0.1; 1131v:Y:t:f.'i'I:N,'� 'f .q: 'i:` +I:I t! :�►�,�. :q Y'' ill l:i:µ:i: Welffmam An Ordinance Providing for the Retirement of Municipal Judges; to Provide Funds for the Payment of such Retirements; to provide for a Board of Trustees to Administer such Funds; and for Other Purposes. /Ordained Be It by the City Council of the City of Little Rock: Section 1. When any judge of the Municipal Court, who shall have held office twenty years and attains the age of sixty .five yearss,.resigns his office or is succeeded by another judge duly elected according to law, he shall, during the residue of his natural life, receive one -half of the salary payable to such judge at the time of his retire - ment, or at the time he is succeeded by another judge. Provided, further, that after twenty -four years of service any such judge shall be eligible for retirement regardless of age. Such pensions shall be paid in monthly installments. Section 2. To provide funds for such retirement, cost in addition to the costs now provided for by law will be assessed as follows: A fee of fifty-cents for entering on the records of the court each criminal cgse. Provided, however, in no event, save for the offences of negligent homocide, driving drunk, reckless driving and speed- ing, shall costs be assessed against persons with traffic offences or violations growing out of the use of vehicles; a fee of ten cents for issuing each summon in civil cases. In the event the fund provided for herein reaches the total sum of $25,000 for each judge presiding over such court, plus $25,000 for each retired judge, the Board of Trustees, herein after provided for shall order, at its next quarterly meeting, any amount in excess of this sun: paid into the City Treasury for the express purpose of being applied to the payment of the judges' salaries. Section 3. There is hereby created a Board. of Trustees, vhich shall consist of the Mayor, City Clerk, City Treasurer, City Health Officer, and the Municipal Judge or Judges of such city. The Board shall have authority to receive and ad- minister the funds collected under the provisions of this ordinance and shall have the power to make the necessary rules for the same. The Board shall have authority to invest such funds as are not necessary for the immediate J use for the ,p", nt of pensions in the interest bearing securities of the City in Ai ich such court is dituated, in the interest bearing securities of the County in which such court is situated, in the interest bearing securities of the State of Arkansas, the interest bearing securities of the United States or any or all of such securities. The City Treasurer shall be treasurer of the Board and at the direction of the Board shall deposit the funds in some suit- able depository and shall draw and sign all necessary checks at the direction of the Board. He shall execute a bond in sum fixed by the Board to guarantee his good faith in the handling of any funds that may come into his hands under the provisions of the act. The City Clerk shall be secretary of the Board. The Board shall constitute one of its members as chairman who shall serve for two years. The Board shall meet at least quarterly and special meetings may be called by the chairman or majority of the members. The City Clerk and the City Treasurer shall receive five dollars for every meeting they attend, but shall not be paid more than $35.00 each in any one year; all other members shall serve without pay. The costs provided for herein shall be collected at the time the fine is collected; if eaehshonds are forfeited such costs shall be collected as part of such cash bonds.
