herewith are hereby amended to conform with the provisions of this
ordinance and due to the health hazard created by the large number of
mosquitos infecting the City, an emergency is hereby declared to exist;
therefore to preserve the public peace, health and safety this ordi-
nance shall be in full force and effect from and after its passage and
approval.
