20651I ORDINANCE NO. 20,651 2 3 AN ORDINANCE TO REPEAL LITTLE ROCK, ARK., ORDINANCE NO. 4 20,555 (MARCH 6, 2012) TO ESTABLISH A LOCAL PREFERENCE FOR 5 CONTRACTS FUNDED SOLELY WITH CITY GENERAL FUND 6 MONIES; TO DECLARE AN EMERGENCY; AND FOR OTHER 7 PURPOSES. 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 WHEREAS, on March 6, 2012, the Board of Directors passed an ordinance which would permit a 3% preference for local bidders on City contracts; and, WHEREAS, the Board of Directors now wishes to repeal that ordinance; NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. Little Rock, Ark., Ordinance No. 20,555 (March 6, 2012), is hereby repealed. Section 2. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconsti- tutional, such declaration or adjudication shall not affect the remaining provisions of this ordinance, as if such invalid or unconstitutional provision was not originally a part of this ordinance. Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this or- dinance are hereby repealed to the extent of such inconsistency. Section 4. Emergency Clause. It is essential to the public health, safety and welfare to have clear guidelines on municipal bidding practices to assure that all competitive bid processes are treated in the same fashion; an emergency is, therefore, declared to exist and this ordinance shall be in full force and effect from and after the date of its passage.
