(B) The City Electrician, as well as other employees of the Electric Departments shall be selected by the Civil Service Commission as provided by law and their salaries shall be established by the City Council. (C) The City Electrician shall be the official electrician of the City of Little Rocks and shall perform the duties usually required of such an officer. He shall have full and absolute control and charge of all electric Inspections, traffic signals, and all electrical machinery and apparatus in the Electric Plant, including the motive power, generators, lines, lamps and everything in connection therewith. (D) It shall be the duty of the City Electrician to see that all pro- visions of the ordinances, rules and regulations of the Electrical Department of the City of Little Rock are fully complied with, and to inspect all the electrical work done within the corporate limits for lighting, porter or heat- ing, and shall keep proper and permanent records of such inspections; he shall report the results of inspections to the general or electrical contractor or to the owner or occupant of the building or structwe in or an which the elec- trical wo* is being done or has been done, and cause to be coax azpr deviation ft em the requirements of this ordinance, or issue approval In writ- ing when said requirements are found to be satisfied. (E) It shall be the duty of the City Electrician or his authorised assistants to inspect all interior wires and wiring and all electrical apparatus conducting or utilizing electrical current for any purpose whatso- ever, within the limits of the City of Little Rock. He shall be empowered to make such tests as he may deem necessary to ascertain the condition of such wiring or appliances and he shall have the right to remove or compel the re- moval of any obstructions such as laths plastering, ceiling or flooring which may hinder a full and complete inspection of such wires or apparatus. He may remove or compel the removal of conductors which are enclosed in conduit or otherwise inaccessible for complete inspection. Vhhen said conductors or appliances are not in accordance with the requirements of this ordinance, or found to be unsafe to life or property, he shall have the right to candsw such cmdoctors or appliances as bersinafter provided. (F) The City Electrician or his authorised assistants, sbali have the right to enter any building, manhole, subways or premises in the d3eedtsrgitsg of ble duties or for the purpose of making any inspection or tests of any electrical apparatus contained therein. He shall have the power to mike arrests for the violation of any of the provisions of this ordinances and to compel the suspension of any electrical work being done in a manner prohibited bfr .this ordinance. (0) 7 e City Electrician is hereby empowered to inspect or re- ins ppss�ct at Us option, all interior wiring and apparatus conducting or using e3sctrica: current for lights, heat or power, and when the said conductors or apparatus are found to be unsafe to life or property, he shall notify the person, firms or corporation owning, using or operating them, to place the same in a safe and secure Owdition within fais"Ight (48) hours; or within such further time as the City Electrician shall determine is necessary. (H) It shall be unlawful for any person,• firm, or corporation to hinder or interfere with the City Electrician or any of his authorized assistants in the discharge of their duties under this ordinance. -2- SEC TION 2 wiring Hethods. (A) Be it further ordained, etc., that any and all electric work for light, heat, power, or any other purpose placed in or on any building or structure in the City Limits of the City of Little flock shall be installed in conformity with the rules and regulations as laid down in the National Electric Code as approved by the American Engineering Standards Committee and in ccnfor ity with the additional rules and regulations as set forth in this ordiname. There local rules and regulations are set forth in this ordinance they shall take preference over any rules conflicting therewith# (B) Any and all materials, deeices, equipments or any and all items necessary for the installation of electrical systems shall be approved and-or bear the label of the Underwriter's Laboratories, Inc., which laboratories shall be accepted as the authority for any and all approved items* Provided the class of material used is listed by the said Underwriter's laboratories, Inc. (C) No electrical apparatuej, fittings or material shall be used or placed on sale when the City Electrician shall consider it a fire hazard or hazardous to life and property, (D) All electrical conductors operating at a difference of potential of thirty (30) volts or more and installed in or on any building or structure in the City o$ Little Rock shall be installed in one of the following approved methods i.er, RIGID METAL CONDUIT, FLEXIBLE STEEL CONDUIT, METAL ADWING, STEEL TUBES. APPROVED METAL DUCT, FIBRE CONDUIT, FLEXIBLE STEEL ARMORED CABLE, NON4ETALLIaC SHEATED CABLE, or KNOB AND TUBE WORK. SECTION 3 Local Rules and Regulations (A) All electrical work of air kind and all systems shall satiefaotori]y fulfill the purpose for which it Lae installed and all work shall be executed in a neat and workmanlike manner. Slipshod or work not in keeping with good electrical practice shall be classified as defective and shall be immediately corrected by persons causing the saw. (B) All wiring for lights, power and heat in the refined Fine District and in theaters, churches, auditoriums, garages, gasoline filling stations, hotels, office buildings, schoolsp add other buildings normally used for pub - lic purposes and all apartment buildings comprising four (4) or more apart- ments wherever located shall be installed in approved rigid metal conduit, . steel tube or flexible steel, conduit,aommonly known as Greenfield, approved metal ducts and metal moldings. Flexible, steel armored cable, commonly known as Bx cable, will not be permitted except in old or remodel apartmttits or private dwellings whey* wiring, i, to be concealed and it is necessary to fish wires to keep from removing or defacing the present structure. (C) All light wiring in commercial buildings In sales and displa rooms shall be done with wire not smaller than No, 12 wire, allow -Ing four (4} out - 16ts to the circuit, r2indow lights not over six (6) outlets per circuit No,q 12 wire# provided this number of outlets does not overload the circuit. i,' (D) Residences and apartments small be done with wire not smaller fban go. .W, allowing eight (8) outlets per °circuit. When necessary outlet boxes shall be fitted with plaster rings. Number of conductors in boxes shall be governed by Article 370 Section 3709 as set forth in the National Electrical Godee . (G) Electric signs on new or old wiring two hundred watts or over, must be on separate circuit. Signs not. exceeding two hundred watts may be connected to a light circuit, provided that circuit to not overloaded. (H) All attics on old jobs must be left open and adequate provision made for inspectionse (I) Overhead wires running betseea main buildings and any outbuilding sell not be der thee Noe 12 wire, and shall be supported by approved arapports in an approved matmer. (J) All exposed wires under houses and in basement shall be installed in rigid steel conduit, steel tube, or greenfield unless the joists are bored. This does not apply to ground wires. (K) Under all conditions where conduit is required, conduit and fittings used shall be of the type known to the trade as 'GdAvanized or Sheradisede (L) Ground wires shall not be smaller than No. 8 gauge. Ground wires In residences outside of the Fire District shall be installed in conduit or steel tube from the main line switch down the outside surface of the won and through the foundation, from this point the ground wire must be security supported on approved insulators until it is connected to the nearest point Of ground* Ground wires in buildings where the wiring is required to be installed in metal, the ground wires shall be inAtalled in rigid conduit or steel tube from the main line switch to the point of ground. Deter loops two hundred (200) ampere or over shall be provided with approved metal boxes to contain necessary current transformers. (R) Service entrance switches shall be marked with name, address, and telephone number of the electrical contractor installing said work. Apartment houses or other multiple meter installations shall also have plainly marked the number of the apartment or sufficient load designation; marking shall be permanent. (Y) Service entrance switches and meter loops shall be located in ready accessible places. Height of meter sockets shall not be less than six (6) feet and not more than six and one -half (6j) feet to the bottom of the socket. Service entrance switches where accessible to other than authorized personsp shall not be lower than five (5) feet to the bottom of the switch, Services from meter to point of service entrance shall be installed in rigid steel conduit. Services from service entrance switch to distribution cabinets shall be installed in rigid steel conduit steel tube or flexible steel conduit known as greenfield. (Z) On all remodeling jobs where the load is to be divided and put on two or more meters, the meters must be relocated according to. the above rulesa and shall be fed from a common service. This rule applies oW* to dimlling and apartment house, (AA) No job shall be considered as being completely toughed -in until all joints have been soldered, rubber and friction taped, W approved con - necters used and pigtails provided for the hanging of fixtures. SECTION 4 Inspections, Permits and Fees (A) Any persons firm, or corporation before conducting or managing a business for installing any electrical wires or electrical apparatus to convey electrical current for light, heat or power, shall comply with Ordinance 7222 or Ordinance 7316 (B) In case it shall be,discovered that any electrical work has been in- stalled or put into use, for which no application for inspection has been made; there shall be a charge of Five Dollars ($5.00) which shall be in . addition to the regular inspection fee covering such work and no additional permits shall be granted until all fees have been paid. (C) Within twenty-four (24) hours after proceeding with the installation' of or the addition to any electrical wiring or apparatus for the transmission ar utilization of electrical current in the City of Little Rock, the Master Electrician in charge of such proposed work shall file with the City Elec- trician an application requesting permit for such work. (D) Applications for permits shall give the exact address by street and number, approximate date inspection is desi red, the name of master electrician in charge of the work and a complete description of the extent of the installa- tion. (E) All applications for permits shall be accompanied by the inspection fees as hereinafter provided for. Before any interior electrical wiring shall be concealed from view, or in case said wiring is in conduit,, before said conduits shall be concealed from view, the person, firm, or corporation installing same shall give a written notice to the City Electrician, who shall, as soon as possible after the receipt of said notice, inspect said work, and no such work shall be concealed from view before the expiration of forty -eight (48) hours from the receipt of said notice, unless the City Electrician or his authorised assistant shall make his inspection and approve said work, before the expira- tion of the said forty -eight (48) 'hours. (I) Final Inspection. SECTION 8 That new construction in the City of Little Rock is rapidly increasing, and there is inadequate protection furnished the general public cowerniM electrical wiring in such construction. It is coLmon knowledge that inferior work upon electrical wiring results in fires, loss of life and property$ and general inconvenience., and unless, the provisions of thic ordinance are placed into effect immediately the public peace, health and salety will be adversely affected, therefore an emercncy is hereby declared to exist and this ordinance shall be in full force and effect from and after its passage and approval.
