AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR
TO HAVE A SPECIAL CENSUS TAKEN IN THE CITY OF LITTLE
ROCK; APPROPRIATING THE MONEY THEREFOR; DECLARING
AN EMERGENCY; AND FOR OTHER PURPOSES.
WHEREAS, certain taxes collected by the State are returned to
the municipal governments of Arkansas for use in financing the activities
of municipal government, and
WHEREAS, these taxes are returned to the municipalities upon a
per capita basis of inhabitants of the respective cities, and
WHEREAS, the present basis used to return such taxes is upon
the last Federal census, and the last Federal census of Little Rock doss not
show the true number of people now in the City of Little Rock and because
of such fact the City of Little Rock is losing revenue from this source, and
WHEREAS, the United States Bureau of Census will conduct a
Special Census of areas annexed to the City of Little Rock since April 1950,
providing the city pays the expenses therefor, now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. That the Mayor is hereby authorized and directed to
cause the Federal Bureau of Census, or other governmental agencies, to
conduct a Special Census of people in those areas annexed to the City of
Little Rock since April 1950, as soon as possible.
SECTION 2. There is appropriated out of the general fund of the
City of Little Rock an amount estimated to be $1, 085.00 necessary to defray
the expense of a Special Census as outlined in Section 1 hereof. The Mayor
and City Clerk are hereby authorized to issue warrant or warrants on the
City Treasury in amounts necessary for full payment of this service.
SECTION 3. That the Mayor be, and is hereby authorized to make
such arrangements to carry out the provisions of this ordinance as may be
necessary.

SECTION 4. All ordinances and parts of ordinances in conflict
herewith are hereby repealed, and, because of the financial condition of
the City of Little Rock, this Special Census is deemed necessary for the
preservation of the public peace, health and safety, and an. emergency is
hereby declared and this ordinance shall take effect and be in force upon
its passage and approval.
