10140ORDINANCE NO. 10,140 AN ORDINANCE ORDERING THE RAZING AND REMOVAL OF TWO HOUSES LOCATED AT 4024 WEST 22ND STREET AND 2123 SOUTH ELM STREET, DESCRIBED AS LOTS 9 AND 10, BLOCK 2, NEI- MEYER'S ADDITION TO THE CITY OF LITTLE ROCK, PULASKI COUNTY, ARKANSAS; DIRECTING THE CITY ATTORNEY TO TAKE SUCH ACTION AS IS NECESSARY TO ACCOMPLISH THE RESULTS DESIRED BY THIS ORDINANCE; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, two houses at 4024 West 22nd Street and 2123 South Elm Street, said property described as Lots 9 and 10, Block 2, NEIMEYER'S ADDITION to the City of Little Rock, Pulaski County, Arkansas, have been allowed to become run down, dilapidated, un- safe, unsightly, dangerous, obnoxious, and detrimental to the welfare of the citizens of the City of Little Rock; and WHEREAS, the condition of this property is a serious fire, health, and structural hazard and that, unless immediate action is taken to remedy this situation, there is great likelihood that the surrounding property will be destroyed by fire originating in such unsafe and hazardous structures or that the buildings will collapse; and it is also dangerous to the health and safety of the citizens of Little Rock. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That the owner, Mrs. Rebecca N. Cheever, of the following described property be and she is hereby ordered to re- move or raze the two houses upon said property within thirty (30) days from the date of effect of this ordinance: STREET ADDRESS 4024 West 22nd Street 2123 South Elm Street LEGAL DESCRIPTION Lots 9 and 10, Block 2, NEIMEYER'S ADDITION to the City of Little Rock. SECTION 2. That the City Attorney is hereby directed to in- stitute such legal proceedings against such persons as may be necessary in order to enforce the provisions of this ordinance, 5a and to remedy the dangerous and unsightly conditions brought about as a result of failure of the owner to properly keep up the property. SECTION 3. That all ordinances and parts of ordinances in conflict herewith are hereby repealed and,,unless the provisions of this ordinance are put into effect immediately, the public peace, health and-safety of the citizens of Little Rock will be adversely affected; therefore, an emergency is hereby declared to exist, and this-'.ordinance shall be in full force and effect from and after its passage and approval.
