3 A ORDINANCE TO AMEND LITTLE ROCK, ARK., REVISED CODE §
4 2 -243 (1988) TO RECOGNIZE DEVELOPMENT OR
5 REDEVELOPMENT COORDINATOR AS A PROFESSIONAL
6 SERVICE FOR THE CITY OF LITTLE ROCK, ARKANSAS, AND FOR
7 ITS VARIOUS BOARDS AND COMMISSIONS; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, Act 429 of 1995 was effective February 24, 1995, and
11 WHEREAS, such act expands the scope of Ark. Code Ann. § 19 -11 -801 (Michie
12 Repl. 1998) regarding the designation of professional services, and
13 WHEREAS, Act 429 authorizes a political subdivision to include as professional
14 services such consulting services as the political subdivision shall designate by two -
15 thirds (2/3) vote of its governing body, and
16 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, finds that
17 price or cost bidding for the provision of the services of a redevelopment coordinator to
18 work with the Midtown Redevelopment District Advisory Board for the purpose of
19 developing business and industry opportunity informational programs, recruiting and
20 screening of redevelopment proposals for the District, and advising the City and the
21 Advisory Board regarding redevelopment in the District is impracticable, unfeasible, or,
22 if based solely on price, would result in an outcome that would not meet the best
23 interests of the City, and
24 WHEREAS, for the services of a real estate development consultant, this
25 declaration on an ongoing basis is appropriate.

I NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
2 OF THE CITY OF LITTLE ROCK ARKANSAS:
3 Section 1. Little Rock, Ark., Rev. Code § 2- 243(a)(2) (1988) is hereby amended to
4 add subsection (t) and read as follows:
5 (2) All services declared to be a professional service if done for or on
6 behalf of the City, its boards, commissions or authorities, including the
7 following:
8 (t) development or redevelopment coordinator.
9 Section 2. Severability. In the event any portion of this ordinance is declared or
10 adjudged to be invalid or unconstitutional, such declaration or adjudication shall not
11 affect the remaining portions of this ordinance, which shall remain in full force and
12 effect as if the portion so declared or adjudged invalid or unconstitutional was not
13 originally a part of this ordinance.
14 Section 3. Repealer. All ordinances and resolutions, and parts thereof, which
15 are in conflict with any provision of this ordinance are hereby repealed to the extent of
16 such conflict.
