10192ORDINANCE NO. 10,192 AN ORDINANCE TO REPEAL ORDINANCES NOS. 7494, 8154 AND 9099, AND TO RE- ESTABLISH A CITY BEAUTIFUL COMMISSION OF LITTLE ROCK, ESTABLISHING THE NUMBER AND DEFINING THE DUTIES OF MEMBERS, PROVIDING FOR THE APPOINTMENT OF SAME, AND FOR OTHER PURPOSES. WHEREAS, the duties and scope of work of the City Beautiful Commission have increased and in order to expand the activities, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Beautiful Commission as established by Ordinances Nos. 7494, 8154 and 9099 is hereby abolished. SECTION 2. There is hereby re- established a City Beautiful Commission of --Little Rock, which now shall be open to any citizen or organization of the City of Little Rock who show by their attendance at Commission meetings to be held at least once eefch quarter, interest in the objectives of the commission. Membership of said Commission not to exceed 150. SECTION 3. Out of said membership, there shall be appointed by the Mayor and confirmed by the City Council, a Board of Directors which shall consist of 25 members who shall be 21 years of age and residents of the City of Little Rock. Said Board of Directors to meet at least once each month and a quorum shall consist of thirteen members. Should any member of the City Beautiful Commission fail to attend three consecutive meetings, the term of such member shall automatically terminate and a new member shall be appointed by the Mayor to fill the unexpired term of the afore- said member whose term is terminated. SECTION 4. The Board shall also include the following Ex- Officio members: Chairman of the Health,, Public Works# Finance, Safety and Utilities committees of the City Council; chairman of the Parks and Recreation Commission; the following department heads or their assigned representatives; Health, Police, Fire, Engineer, Parks and Recreation, Sanitation; and Honorary Life Members of the Commission. SECTION 5. Upon recommendation by majority vote of the entire membership of the City Beautiful Commission, theft shall be appointed by the Mayor and confirmed by the City Council not more than one Honorary Life Member to the Commission each year. SECTION 6. Term of office. Members of the City Beautiful Commission shall hold effice foi a term of two years and may succeed themselves. Members and officers of Board of Directors shall serve a term of one year and may succeed themselves for one year only. SECTION 7. Officers shall be: Chairman, First Vice - Chairman and second Vice- Chairman who shall be elected by a majority vote of the entire City Beautiful Commission membership. -2- SECTION 8. The City Beautiful Commission shall be under the general supervision of the Mayor and the duties and powers of said Commission shall be to study, investigate, develop and carry out plans for improving the beauty, cleanli- ness, health and safety of Little Rock by improving the parks, streets, sidewalks, highways and other similar places in said city; to encourage the placing, planting and preservation of trees, flowers, plants, shrubbery and other objects of ornamentation in said city; to protect song birds and other wild fowl; to cooperate with and recommend plans to ether agencies, organizations and individuals of the city for the beautification of said city; and otherwise promote public interest in the general improvement of the appearance of said city; provided, however, that nothing herein shall be construed to abridge or change the powers and duties of other commission, departments, boards and like agencies of the City of Little Rock. SECTION 9. It shall be the duty of said City Beautiful Commission on the 15th day of January and July of each year, to file with the Mayor a written report of the work performed and the results accomplished during the preceeding six months period. SECTION 10. It shall be the duty of the Board to keep accurate record of all meetings and copies of the Board minutes shall be sent to the Mayor and Aldermen. SECTION 11. All ordinances or parts of ordinances in conflict herewith are hereby repealed, and this ordinance shall be in full force and effect from and after its passage and approval.
