13594I RESOLUTION NO. 13,594 2 3 A RESOLUTION TO EXPRESS OPPOSITION TO THE ARKANSAS 4 MEDICAL MARIJUANA ACT AND TO ENCOURAGE CITIZENS TO 5 VOTE AGAINST THE ACT; AND FOR OTHER PURPOSES. 6 7 WHEREAS, one of the issues on the ballot in the General Election to be held on November 6, 2012, 8 is the Arkansas Medical Marijuana Act (the "Act "; and, 9 WHEREAS, the Act as written would be in conflict with the U. S. Drug Enforcement Administration 10 regulations that classify marijuana as a Schedule I controlled substance; and, 11 WHEREAS, regardless of the passage of the Act, possession of marijuana is a crime under Federal 12 law; and, 13 WHEREAS, the Act is opposed by the Arkansas Pharmacists Association, the Arkansas Chiefs of 14 Police Association, the Arkansas Sheriffs Association and Arkansas State Drug Director Fran Flener; 15 and, 16 WHEREAS, while the Board is very concerned about citizens who are ill and need relief from pain, 17 medications designed to help such citizens should be dispensed by licensed pharmacists who understand 18 the pharmacology of medications and who are subject to strict regulations; and, 19 WHEREAS, additional research and study should be undertaken through clinical trials before 20 adoption of a medical marijuana law in the state of Arkansas in order to ensure public safety; 21 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 22 OF LITTLE ROCK, ARKANSAS: 23 Section 1. The Board of Directors of the City of Little Rock, Arkansas hereby expresses its 24 opposition to the Arkansas Medical Marijuana Act and urges all registered voters to vote against the Act 25 on November 6, 2012. 26 Section 2. The adoption of this resolution is not to be construed, in any way, as support for or against 27 any specific campaign advertisements being run on this issue by any party. 28 Section 3. Severability. In the event any portion of this resolution is declared or adjudged to be 29 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this 30 resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or 31 unconstitutional, were not originally a part of the resolution. 32 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with 33 the provisions of this resolution, are hereby repealed to the extent of such inconsistency. 34 ADOPTED: October 23, 2012.
