106791i $4 0 I I ORDINANCE NO. 10,679 AN ORDINANCE ESTABLISHING A FINANCE COMMITTEE COMPOSED OF THREE (3) MEMBERS OF THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS; PRESCRIBING DUTIES THEREOF; ESTABLISHING AUTHORITY AND PROCEDURE FOR PUR- N CHASING SUPPLIES AND LETTING CONTRACTS; AND FOR OTHER PURPOSES. 0 WHEREAS, Act No. 99, Acts of Arkansas of 1921, as amended, particularly by Act No. 8, Section 3 (b) i. of the Acts of the A' b General Assembly of the State of Arkansas of 1957, abolished a� the Board of Public Affairs as it existed under the Mayor - Aldermanic form of Government; and WHEREAS, it is imperative that action be taken immediately to establish the proper authority and procedure for the con- tracting and purchasing of all supplies, apparatus, materials, services and other things requisite for public purposes in the City of Little Rock, Arkansas; NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE RACK, ARKANSAS: SECTION 1. There is hereby created a Finance Committee which shall be composed of three (3) members of the Board of Directors of the City of Little Rock, Arkansas. Said members shall be selected by the Board and shall serve until such time as they are officially relieved of their powers and duties by the Board. SECTION 2. The said Finance Committee shall have the ex- elusive power to make purchases of all supplies, apparatus, materials, and other things requisite for public purposes in said City, and to make all necessary contracts for work or labor to be done, or material or other necessary things to be furnished for the benefit of said City, or in carrying out any work or undertaking of a public nature therein; but where the amount of expenditure involved therein may exceed $300.00, said Committee ®oo —/ 4-1 f'A w -2- shall transmit to the Board of Directors an estimate thereof and an ordinance authorizing such expenditure, with their rec- ommendation in relation thereto; and, upon the passage of such ordinance, it shall be the duty of said Finance Committee to ad- vertise and let the work or contract to the lowest responsible bidder; and in cases where the amount of expenditure involved may exceed $100.00, the said Finance Committee shall first give notice to the Board of their intention to contract in relation thereto; and, thereupon, if ordered by the Board of Directors to advertise for bids in relation thereto, they shall do so and let the work or contract to the lowest responsible bidder; other- wise, and in all other cases, said Finance Committee shall exer- cise its own best judgment and discretion in the making of such contracts. Provided, further, said Finance Committee is hereby granted the power and authority to delegate to the City Purchas- ing Agent authority to make all purchases where the amount in- volved does not exceed $100.00. SECTION 3. It shall also be the duty and responsibility of the Finance Committee, with the cooperation of the Department Heads of the City, to prepare a workable budget for the year 1958. SECTION 4. It being necessary to immediately establish a purchasing system for the City of Little Rock under the present City Manager- Director form of government and to prepare a budget for the fiscal year 1958, and this ordinance being necessary for the preservation of the public peace, health and safety, an emer- gency is hereby declared to exist. That all ordinances and parts of ordinances in conflict herewith are hereby repealed, and this ordinance shall be in full force and effect from and after its passage and approval.
