WHEREAS, the governing body of this City did, on April 7, 1952, by Ordi-
nance'No. 8872, approve the Redevelopment Plan for the acquisition, clearance
and redevelopment of that blighted area in the City of Little Rock which is
described as follows:
Beginning at a point, the intersection of the west line of High
Street and the north line of Nest 18th Street in the City of Little
Rock, Pulaski County, Arkansas, thence east along the north line of
West l8th Street to the intersection of the west line of Cross Street;
thence north along the west line of Cross Street to the intersection
of the north line of West 16th Street; thence east along the north
line of West 16th Street to the *intersection of the vest line of
Chester Street; thence north along the west line of Chester Street
to the intersection of the north line of West 15th Street; thence
east along the north line of West 15th Street to the intersection
of the east line of Izard Street; thence south along the east line
of Izard Street to the intersection of the south line of West 18th
Street projected and West 18th Street to the intersection of the east
line of Cross Street ;thence south along the east line of Cross Street
to the intersection of the south line of Wright Avenue; thence vest

along the south line of Wright Avenue to the intersection of the east
line of Pulaski Street; thence south along the east line of Pulaski
Street to the intersection of the south line of West 19th Street;
thence west along the south line of West 19th Street to the intersec-
tion of the west line of High Street; thenowtaorth along the west line
of High Street to the intersection of the north line of West 18th
Street which is the point of beginning;
which said area is referred to as the Dunbar Redevelopment Area, Project
UR ARK 1 -1, Project No. 1; and

WMEREAS, the governing body of this City did, on September 27, 1954, by
Ordinance No. 9650, approve certain modifications of said Plan; and
WHEREAS, the Housing Authority of the City of Little Rock, Arkansas, by
its Resolution No. 618 on November 10, 1958, adopted and has now submitted
for the consideration and approval of the Board of Directors of the City of
Little Rock, Arkansas, certain other modifications in said Plan; and
WHEREAS, by Resolution duly adopted on the 8th day of December, 1958,
the Board of Commissioners of said Housing Authority has found and determined
that said modifications of said Plan do not adversely affect any of the pro-
perty, or the use thereof, within said project area; and
WHEREAS., said modifications serve to restore said Plan to its originally
approved form and intent with respect to Parcels R -31 and R -47; and
WHEREAS, this Board having duly considered said modifications to said
Plan, as certified by said Resolution of November 10, 1958, and being fully
advised in the premises, hereby determines that said modifications are in the
public interest and for the protection of the health, safety, morals and wel-
fare of this community, and all in accordance with the pourers of the City of
Little Rock, Act 212 of the General Assembly of the State of /Arkansas of 1945,
as amended, and Act 298 of the General Assembly of the State of Arkansas of
1937, as amended.
NOW, THEREFORE, ESE IT ORDAMD BY THE BOARD OF DIRECTOEIS OF THE CITY OF
LITTLE ROCK, :
SECTION 1. That the Board of Directors of the City of Little Rock,
Arkansas hereby finds and determines that said modifications to said Rede-
velopment Plan are in the public interest; and said modifications, certified
and dated November 10, 1958, be and the same hereby are approved av4 adopted.
SECTION 2. That in order to implement and facilitate the effectma►tim
of said modifications hereby approved and said Redevelopment Plan as hereto -
fore approved, it is found and determined that certain official actions must
be taken by this body with reference, among other things, to changes in zon-
ing; the vacation and removal of streets, alleys, easements and other public
ways, and with respect to replatting of said Dunbar Redevelopment Area; and,
accordingly, this body hereby: (a) pledges its cooperation in helping to
carry out such Redevelopment Plan as modified; (b) requests the various

officials, departments, boards and agencies of the City of Little Rock, Arkan-
sas having administrative responsibilities in the premises likewise to cooper-
ate to such end and to exercise their respective functions and powers in a man-
ner consistent with said Plan; and (c) stands ready to consider and take ap-

SECTION 4. That it is hereby ascertained and determined that said modi-
fications of said Plan are essential to the immediate redevelopment of the
blighted area described herein; and this Ordinance being necessary for preser-
vation of the public safety, health, morals and welfare., an emergency is there-
fore declared to exist, and the same shall be in full force and effect immedi-
ately upon its passage and approval.
