D. That the collections of all delinquencies and the
amounts due thereunder shall not be affected or changed
by this ordinance.
E. The date of January 1, 1959, is hereby estab-
lished as the first day on which the rate, as herein pro-
vided,.shall become effective."
SECTION 2. That all ordinances and parts of ordinances in
conflict herewith are hereby repealed; and since it is necessary
to take proper precautions and make regulations for the collection
of garbage and since the proper collection of said garbage is en-
dangered by reason of the fact that there is not adequate money
on hand to collect same in a proper manner, an emergency is here-
by declared to exist; and this ordinance is found to be necessary
for the immediate preservation of the public peace, health and
safety of the citizens of Little Rock, Arkansas, and the same
shall be in full force and effect from and after January 1, 1959.
