10925ORDINANCE NO. 10,925 AN ORDINANCE AMENDING SECTIONS 25 and 26 OF ORDINANCE NO. 10,790 OF THE CITY OF LITTLE ROCK, SAME BEING: "AN ORDINANCE REGULATING TRAFFIC ON THE PUBLIC STREETS OF THE CITY OF LITTLE ROCK; PRESCRIBING CERTAIN DUTIES AND RESPONSIBILITIES OF THE TRAFFIC ENGINEER; PRE- SCRIBING PENALTIES FOR VIOLATION OF PROVISIONS OF SAID ORDINANCE; CREATING AN EMERGENCY; AND FOR OTHER PURPOSES.'; BY PROVIDING THAT THE TRAFFIC ENGINEER SHALL HAVE THE AUTHORITY TO DETERMINE THE LOCATION OF TWELVE (12) MINUTE, THIRTY (30) MINUTE, ONE (1) HOUR AND TWO (2) HOUR PARKING ZONES AND TO LOCATE AND MAINTAIN APPROPRIATE SIGNS THEREFOR'. AND BY PROVIDING THE FEE FOR THE USE OF SAID ZONES; RE- PEALING ORDINANCES IN CONFLICT HEREWITH; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. Section 25 of Ordinance No. 10,790 of the City of Little Rock, same being: "An ordinance regulating traffic on the public streets of the City of Little Rock; prescribing certain duties and responsibilities of the Traffic Engineer; prescribing penalties for violation of provisions of said ordinance; creating an emergency; and for other purposes." is hereby amended to read as follows: `SECTION 25. (a) The Traffic Engineer is hereby authorized to determine the location of twelve- minute parking zones and parking meter zones upon any and all streets within the juris- diction of this City and to place and maintain appropriate signs and parking meters indicating the same and stating the hours during which said limitations are applicable, provided that the installation of such zones shall be subject to the following conditions: (1) All so- called "blue` or "twelve - minutes" zones hereto- fore designated and marked are hereby designated as twelve - minute parking zones. (2) No person shall park any vehicle in any twelve- minute parking zone located in parking meter zones, as the same now exist or may hereafter be established, for longer than twelve minutes at any time between the hours of 8:00 A.M. and 6 :00 000 -)U r - ;- -2- P.M. on Monday through Saturday except on Sundays and holidays and only upon the deposit of a one cent coin of the United States for each six minutes in a parking meter located along- side such zone. SECTION 2. Section 26 of Ordinance No. 10,790 is hereby amended to read as follows: `- SECTION 26. (a) The Traffic Engineer is hereby authorized to determine the location of one (1) hour parking zones and parking meter zones upon any and all streets within the juris- diction of this City and place and maintain appropriate signs and parking meters indicating the same and stating the hours during which said limitations are applicable provided that A -3- the installation of such zones shall be subject to the fol- lowing conditions: (1) All so- called "one (1) hour zones heretofore designated and marked are hereby designated as one (1) hour parking zones. (2) No person shall park any vehicle in any one (1) hour parking zone located in parking meter zones, as the same now exist or may hereafter be established, for more than one (1) hour at any time between the hours of 8:00 A.M. and 6:00 P.M. on Monday through Saturday except on Sundays and Holidays and only upon the deposit of a one -cent coin of the United States for each twelve (12) minutes of five (5) cents for one (1) hour in a parking meter located alongside such zone. (b) The Traffic Engineer is hereby authorized to determine the location of two (2) hour paring zones and parking meter zones upon any and all streets within the juris- diction of this City and place and maintain appropriate signs and parking meters indicating the same and stating the hours during which said limitations are applicable provided that the installation of such zones shall oe subject to the following conditions: (1) All so- called "two (2) hour• zones heretofore designated and marked are hereby designated as two (2) hour parking zones. (2) No person shall park any vehicle in any two (2) hour parking zone located in parking meter zones, as the same now exist or may hereafter be established, for more than two (2) hours at any time between the hours of 3 :00 A.M. and 6:00 P.M. on Monday through Saturday except on Sundays and Holidays and only upon the deposit of a one -cent coin of the United States for each twelve (12) minutes or five (5) cents for one hour or ten (10) cents for each two hours in a parking meter located alongside such zone. -4- SECTION 3. Such parts of Ordinance No. 9542 of the City of Little Rock as are in conflict herewith and all other ordinances and parts of ordinances in conflict herewith are hereby repealed. SECTION 4. It has been determined that by improved methods of regulating traffic within the City of Little Rock the flow of traffic can be speeded greatly and at the same time the number of accidents causing personal injury and property damage can be reduced; that this ordinance will accomplish this desired purpose; now, therefore, an emergency is declared to exist and this ordi- nance being an immediate necessity for the preservation of the public peace, health and safety shall take effect and be in force from and after its passage.
