AN ORDINANCE CREATING PROJECT NUMBERS 37 AND 38 IN ADDITION
TO THE PROJECTS PREVIOUSLY CREATED BY ORDINANCES NO. 10,921,
102954, AND 10,991, SAID PROJECTS TO BE RESPECTIVELY, WESTROCK-
RIGHT OF WAY UNDER RIGHT OF WAY FUND AND REMODELING CITY HALL
UNDER PUBLIC BUILDINGS CONSTRUCTION FUND; APPROPRIATING AND
TRANSFERRING MONEYS TO PROJECTS CREATED IN THIS AND THE ABOVE
NUMBERED ORDINANCES; AND FOR OTHER PURPOSES.
WHEREAS, the Board of Directors desires to create certain projects
under the Right of Way Fund and the Public Buildings Construction Fund
to be designated specifically as the Westrock - Right of Way, number
37, and the Remodeling of City Hall, number 38, and to appropriate
certain moneys for said projects; and
WHEREAS, the Board of Directors desires to transfer unencumbered
balances from certain projects created by Ordinances No. 10,921, 10,954
and 10,991 and to appropriate additional sums to certain of these
projects;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. There is hereby created in the Right Of Way Fund
the following designated project:
A. RIGHT OF WAY FUND
Project 37. West Rock Right of Way
SECTION 2. There is hereby created in the Public Buildings
Construction Fund the following designated project and the sum of
money set out opposite the said project is hereby appropriated from
the 1958 Bond Construction Funds:
E. PUBLIC BUILDINGS CONSTRUCTION FUND Appropriation
Project 38. Remodeling City Hall $199,421.00
SECTION 3. There is hereby appropriated from the 1958 Bond
Construction Funds, in addition to those previously appropriated, the
following separate sums of money to the particular project set opposite
the said sums:

SECTION 4. There shall be transferred from the following funds
to the general funds designated as follows, the following amounts
constituting unused portions of appropriations or estimates of costs
of the various projects, as follows:

B. STREET CONSTRUCTION FUND
Project 5. East 15th Street

SECTION 5. The appropriations as provided for hereinabove are made
to cover any and all expenses in connection with the project identified,
including, but not limited to, labor, materials and services such as
may be from time to time authorized by the Board of Directors; provided,
however, that the City Manager and Director of Finance are hereby autho-
rized without further approval of the Board of Directors to execute
warrants not exceeding One Thousand Dollars ($1,000.00) each, for the
payment of incidental expenditures on the above authorized projects; and
further provided that any warrants so issued by the City Manager and
Director of Finance shall not exceed the amount of money appropriated
for said projects.
The City Manager and Director of Finance are hereby authorized,

without further approval of the Board of Directors, to execute the
necessary warrants for the payment of all invoices and bills bearing
the approval of the Architect submitted by contractors for labor and
materials furnished pursuant to contracts approved by the Board of
Directors on said project.
SECTION 6. The need for capital improvements within the City of
Little Rock creates a condition detrimental to the health, welfare
and safety of the citizens of said City and by being able to expend
the funds hereinabove appropriated at the earlies possible time such
condition can be appreciably relieved; now therefore, an emergency is
hereby declared to exist and this ordinance being necessary for the
preservation of public peace, health and safety shall be in full force
and effect from and after its passage and approval; and all ordinances
and parts of ordinances in conflict herewith are hereby repealed.
