AN ORDINANCE VACATING, ABANDONING AND CLOSING
PORTIONS OF CERTAIN STREETS AND ALLEYS LOCATED
IN WEST ROCK ADDITION TO THE CITY OF LITTLE
ROCK, ARKANSAS, HILLCREST PARK ADDITION TO THE
CITY OF LITTLE ROCK, ARKANSAS, AND EAST PULASKI
HEIGHTS ADDITION TO THE CITY OF LITTLE ROCK,
ARKANSAS, IN CONFORMANCE WITH THE PROVISIONS
OF THE URBAN RENEWAL PLAN FOR THE WEST ROCK AREA
PROJECT, PROJECT ARK R -4; AND FOR OTHER PURPOSES.
WHEREAS, under the provisions of Ordinance No. 10,870, duly
adopted by the Board of Directors of the City of Little Rock, Arkansas,
on November 17, 1958, the Urban Renewal Plan of the Hou�3ng Authority
of the City of Little Rock, Arkansas, for the West Rock Area Project,
Project ARK R -4, was formally approved; and
WHEREAS, said Board of Directors in said Ordinance found that
in order to implement and facilitate the effectuation of said Urban
Renewal Plan, certain official action must be taken by the Board of
Directors, including the vacation and removal of streets, alleys and
other public ways, the establishment of new street patterns, changes
in zoning, and the location and relocation of sewer and water mains
and other public facilities, all as provided for in said Plan; and
WHEREAS, the objectives of said Plan have now been sufficiently
attained to require that official action be taken to vacate, close and
abandon the hereinafter described portions of certain streets and
alleys in West Rock Addition to the City of Little Rock, Pulaski
County, Arkansas, Hillcrest Park Addition to the City of Little Rock,
Pulaski County, Arkansas, and East Pulaski Heights Addition to the
City of Little Rock, Pulaski County, Arkansas; and
WHEREAS, said portions of said streets and alleys are no longer
needed for use as streets and alleys for travel by motor vehicle,
pedestrian or other traffic, and for means of access to other lands,
and are accordingly no longer needed for corporate purposes; and
WHEREAS, under said Urban Renewal Plan provision is made for
other suitable, safe, adequate and convenient means of access to and
egress from the area involved; and

WHEREAS, in order to better provide for the public welfare,
safety, comfort and convenience of the general public, the inhabitants
of the City of Little Rock, Arkansas, and the users of said streets and
alleys, it is necessary to vacate, close and abandon those portions
of streets and alleys hereinafter specifically described;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS:
Section 1. That it is hereby ascertained and declared that
the use, as public streets and alleys, of those portions of the here-
inafter described streets and alleys located in West Rock Addition to
the City of Little Rock, Pulaski County, Arkansas; Hillcrest Park Addi-
tion to the City of Little Rock, Pulaski County, Arkansas; and East
Pulaski Heights Addition to the City of Little Rock, Pulaski County,
Arkansas, is no longer necessary and needed by adjoining landowners,
the general public and for access to other lands in the vicinity; that
other streets and routes are presently in existence which reasonably,
safely and adequately serve the needs of those members of the public,
traveling to and from areas now or previously served by said portions
of the above mentioned streets and alleys; that said portions of said
streets and alleys are no longer required for corporate purposes as
public streets and alleys and should accordingly be vacated, abandoned,
and closed, and all of the right, title and interest of the City of
Little Rock, Arkansas, in the said vacated portions of said streets and
alleys should revert to the adjoining landowners.
Section 2. That the City of Little Rock, Arkansas, under its
powers as set forth in Arkansas Statutes (1947) Section 19 -2304, and
Section 19 -3029, hereby vacates, abandons and closes the following
described streets and alleys and relinquishes, grants and conveys unto
the adjoining landowners all of the right, title and interest of the
City of Little Rock, Arkansas, of its inhabitants, and the public
generally, in said streets and alleys, to -wit:

All of North Oak Street running generally north and south from
the north line extended of Block 6, Hillcrest Park Addition to
the City of Little Rock, Arkansas, South to the North right -of-
way line of "K" Street.
All of North Maple Street running generally north and south from
the South right -of -way line of Cantrell Road (Highway No. 10),
South to the North right -of -way line of "K" Street.
All of North Valentine Street running generally north and south
from the South right -of -way line of Cantrell Road (Highway No.
10), South to the south boundary line extended of Lot 9, Block 6,
East Pulaski Heights Addition to the City of Little Rock, Arkansas,
said boundary line being 100 feet North of the North right -of -way
line of "I" Street.
All of North Valmar Street running generally north and south from
the South right -of -way line of Cantrell Road (Highway No. 10),
South to the south boundary line extended of Lot 4, Block 6, and
Lot 9, Block 5 of East Pulaski Heights Addition to the City of
Little Rock, Arkansas, said boundary line being 100 feet North
of the North right -of -way line of "I" Street, except the North
part of the above described street right -of -way, more particularly
described as follows: The point of beginning being the Northeast
corner of Lot 1, Block 2, West Rock Addition to the City of Little
Rock, Pulaski County, Arkansas, thence run South 00 321 00" West,
268.70 feet along the West right -of -way line of North Valmar Street
to the point of curvature of a 130 111 38" curve, thence run in a
Southeasterly direction on the chord of said curve, 186.39 feet to
a point on the East right -of -way line of North Valmar Street,
thence North 00 321 00" East, 450.97 feet along the East right -of-
way line of North Valmar Street to the Northwest corner of Lot 12,
Block 1, said Addition, thence North 890 091 30" West, 40 feet
to the point of beginning.
All of North Martin Street running generally north and south from
the South right -of -way line of Cantrell Road (Highway No. 10),
South to the South boundary line extended of Lot 4, Block 5,
East Pulaski Heights Addition to the City of Little Rock, Arkansas,
said boundary line being 100 feet North of the North right -of -way
line of "I" Street.
All of the alleys running generally north and south in Blocks 3,
4,5, 8 and 9, of West Rock Addition to the City of Little Rock,
Arkansas.
All of "N" Street running generally east and west from the East
right -of -way line of North Maple Street to the West right -of -way
line of Cantrell Road (North Martin Street or Highway No. 10).
All of "M" Street running generally east and west from the East
right -of -way line of North Maple Street to the West right -of -way
line of Cantrell Road (North Martin Street or Highway No. 10),
except a triangular piece of ground 19.5 feet x 35.0 feet x 39.1
feet described as follows: Beginning at the intersection of the
centerline of I'M" Street and the centerline of the alley between
Lots 6 and 7, Block 6, West Rock Addition, the point of beginning,
thence run East along centerline of "M" Street 19.5 feet, thence in
a Northwesterly direction 39.1 feet to the centerline of said alley,
thence South along centerline of said alley 35.0 feet to the point
of beginning.
All of an unnamed street running generally east and west lying
between Blocks 5 and 6 of Hillcrest Park Addition and the East
right -of -way line of North Oak Street and the West right -of -way
line of North Maple Street.

All of "L" Street running generally east and west from the
East right -of -way line of North Oak Street to the West right-
of-way line of Cantrell Road (North Martin Street or Highway
No. 10).
All of "K" Street running generally East and West from the
We.st right -of -way line of North Oak Street to the West right-
of-way line of Cantrell Road (North Martin Street or Highway
No. 10).
That part of undedicated Cedar Hill Road beginning at the
West line of the SE-1 4 of Section 32, Township 2 North, Range
12 West, and running generally in an East- North -East direction
to the West right -of -way line of North Valentine Street.
That part of Cedar Hill Road lying between Blocks 2 and 3, and
Blocks 1 and 4 of East Pulaski Heights Addition and running
generally East and West from the East right -of -way line of
North Valentine Street to the West right -of -way linecfNorth
Martin Street .
All of "J" Street running generally East and West from the East
right -of -way line of North Valentine Street to the West right -
of -way line of North Martin Street.
All of the alleys running generally East and West in Blocks 1,
2, 3 and 4 of Hillcrest Park Addition to the City of Little Rock,
Arkansas.
Section 3. That a copy of this Ordinance, duly certified by the
City Clerk, shall be filed in the office of the Recorder of Pulaski
County, Arkansas, and recorded in the Deed Records of said County.
Section 4. That all ordinances or parts of ordinances in con-
flict herewith are hereby repealed.
