ORDINANCE NO. 11,081
AN ORDINANCE MAKING THE DISTRIBUTION OF LITTER, REFUSE
AND DEBRIS UNLAWFUL; PROVIDING A PENALTY THEREFOR; AND
FOR OTHER PURPOSES.
WBEEREAS, the distribution of litter, refuse and debris upon
the public streets, alleys, sidewalks and thoroughfares is a
prevalent, unsightly and unsanitary condition which now exists in
the City of Little Rock, Arkansas; and
and
WHEREAS, such condition should be eliminated and corrected;
WHEREAS, there is no legal prohibition at the present time
against the distribution by the general public of litter, refuse and
debris on and about the public thoroughfares in this City; and
WHEREAS, it is the will of the Board of Directors of the City
of Little Rock, Arkansas, to make unlawful the distribution of
litter, refuse and debris upon the public thoroughfares of the City;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. It shall be unlawful for any person, firm, or
corporation to cast, throw, drop, place, or otherwise cause or
permit to be located upon, in, or about any public street, sidewalk,
alley or public thoroughfare, or any private or public property
adjacent thereto, any litter, refuse or debris.
SECTION 2, Any violation of this Ordinance shall be deemed a
misdemeanor and, upon conviction therefor, the violator of this
Ordinance shall be fined not to exceed Twenty -Five Dollars ($25.00),
together with costs.
SECTION 3. Whereas, the distribution of litter, refuse and
debris, upon the public thoroughfares of the City of Little Rock

and upon public and private property adjacent thereto, creates a
condition-unsightly, unhealthy, and unsafe, and that this ordinance
is necessary to relieve this condition, which constitutes a threat
to the public health, safety and welfare of the citizens of the
City of Little Rock, Arkansas; now therefore, an emergency is
hereby declared to exist and this ordinance shall be in full
force and effect from and after its passage and approval.
