ORDINANCE NO. 11,131
AN ORDINANCE PROVIDING FOR AN "E -1 -A" LODGING, NURSING HOME,
AND UNDERTAKING DISTRICT AND PROVIDING FOR REGULATIONS OF
USE, HEIGHT, AND AREA THEREIN BY REVISING SECTION 2, AND
ADDING SECTION 5 -B AND SECTION 12 -B TO ORDINANCE NO. 5420 -
AS AMENDED; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK,
ARKANSAS:
SECTION 1. That Section 2, Ordinance No. 5420 is hereby amended
to read as follows:
"SECTION 2. Districts
In order to regulate and restrict the location of buildings
and other structures and of premises to be used for trade,
industry, residence or other specified uses, to regulate and
limit the height and bulk of buildings and other structures
hereafter erected or altered, to regulate and determine set-
back building lines and the area of yards and other open spaces,
the City of Little Rock is hereby divided into districts of
which there shall be fourteen, known as:
"A" One- family District
"B" Residence District
"C" Two - family District
"D" Apartment District
"E" Apartment District
"E -1" Quiet Business and Institutional District
"E -1 -A" Lodging, Nursing Home, and Undertaking District
"F" Commercial District
"G" Commercial District
"G -1" Commercial District
"H" Business District
"I" Light Industrial District
"J" Light Industrial District
"K" Heavy Industrial District
The City of Little Rock is hereby divided into fourteen (14)
Districts aforesaid and the boundaries of such districts are shown
on the map attached hereto and made a part of this ordinance, being
designated as the "District Map ", and said map and all notations,
references and other information shown thereon shall be as much a part
of this ordinance as if the matters and information set forth by said

map were fully described herein."
Except as hereinafter provided:
(1) No building shall be erected, converted, reconstructed or
structurally altered nor shall any building or land be used
for any purpose other than is permitted in the district in
which such building or land is located.
(2) No building shall be erected, converted, reconstructed
or structurally altered to exceed the height or bulk limit
herein established for the district in which such building
is located.
(3) No building shall be erected, converted, reconstructed or
structurally altered so as to intrude upon the area required
for the front, side and rear yards as herein established;
provided further that no yard or open space on adjoining
property shall be considered as providing a yard or open
space for a lot wherever a building is to be erected.
(4) No lot area shall be so reduced or diminished that the yards
or other open spaces shall be smaller than prescribed by this
ordinance, nor shall the density of population be increased
in any manner except in conformity with the area regulations
as hereinafter provided.
(5) Every building hereafter erected shall be located on a lot
as herein defined and in no case shall there be more than one
building on one lot except as hereinafter provided."
SECTION 2. That a new Section 5 -B to be added to Ordinance
No. 5420 to follow Section 5 -A to read as follows:
SECTION 5 -B Use regulations
"E -1 -A" Lodging, Nursing Home and Undertaking District
In the "E -1 -A" Lodging, Nursing Home, and Undertaking District
no building or land shall be used and no building shall be hereafter
erected, converted, or structurally altered, unless otherwise provided
for in this ordinance except for one or more of the following uses:
1. Any use permitted in the "E -1" Quiet Business and Institutional
District.
2. Motels
3. Nursing Homes, Convalescent Homes, and Homes for the Aged
4. Undertaking or Funeral Homes

SECTION 12 -B Height and Area Regulations
"E -1 -A" Lodging, Nursing Home, and Undertaking District
The height of building, the minimum dimension of yards, and the
minimum lot area per family shall be the same as that required in the
11E -1" Quiet Business and Institutional District.
SECTION 3. That a new Section 12 -B be added to Ordinance No. 5420
to follow Section 12 -A and to read as follows:
"SECTION 12 -B Height, Area, and Off- Street Parking Regulations
"E -1 -A" Lodging, Nursing Home, and Undertaking District
In the "E -1 -A" Lodging, Nursing Home, and Undertaking District
the height of buildings, the minimum dimensions of yards and the mini-
mum lot area per family shall be as follows:
Height:
No building hereafter erected or structurally altered shall
exceed three (3) stories or forty -five (45) feet, except that
buildings may be erected to a height not exceeding seventy -
five (75) feet when each of its front, side, and rear yards
are increased an additional foot for each foot of height
exceeding forty -five (45) feet and except as provided in
Section 17 hereof.
Rear Yard:
There shall be a rear yard having a depth of not less than
twenty -five (25) feet, except as provided in Section 17 hereof.
Side Yard:
There shall be a side yard on each side of a building having
a width of not less than ten (10) percent of the average width
of the lot or five (5) feet, whichever is the greater, except
as provided in Section 17 hereof. Corner lots and reverse
corner lots shall have the minimum side yard widths at the
street side as provided in Section 11.
Front Yard:
There shall be a front yard having a depth not less than
twenty -five (25) feet to the front line of the building and
not less than fifteen (15) feet to the front line of an open
porch or paved terrace, except as provided in Section 17 hereof.
Lot Area Per Family:
The lot area requirements for one and two family dwellings

shall be the same as in the "C" Two - family District and the
lot area requirement for multiple family dwellings shall be
the same as in the "D" Apartment District.
SECTION 4. That all ordinances and parts of ordinances in con-
flict herewith are hereby repealed and this ordinance shall be in full
force and effect from and after its passage and approval.
