Subsection v 0 °) Ordinance No. 11,125, same a� traffic upon the public st (c), Article IV, Section 59, of being: "An Ordinance regulating Teets of the City of Little Rock, and repealing all other ordinances and sections of ordinances in conflict herewith; and for other purposes ", is hereby amended to read as follows: "'Section 59. Passing other vehicles. - (c) No vehicle shall, in overtaking and passing another vehicle, or at any other time, e:_.cept upon a one -way roadway, be driven to the left side of the roadway when approaching within 100 feet of any bridge, via- duct, or tunnel, or when approaching within 100 feet of or traversing any intersection or railroad grade crossing." SECTION 2. Article VII, Section 85, of Ordinance No. 11,125 is hereby amended to read as follows: "Section 85. Standing or parking close to curb. - No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway headed in the direction of law- ful traffic movement and with the right hand wheels, except upon a one -way roadway, within eighteen inches of the curb or edge of the roadway, except where angle or diagonal park- ing is required. SECTION 3. Article VIII, Section 90, of Ordinance No. 11,125 is hereby amended to read as follows: "Section 90. Parking not to obstruct traffic. - No person shall stop, stand, or park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave available less than ten feet of the width of the roadway for free movement of vehicular traffic, except that a driver may stop temporarily during the actual loading or unloading of passengers or when necessary in obedience to traffic regulations or traffic signs, or signals of a police officer." SECTION 4. Article VIII, Section 91, of Ordinance No. 11,125 is hereby amended to read as follows: "Section 91. Parking in alleys. - (a) No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than ten feet of the width of the roadway for the free movement of vehicular traffic, and no person shall stop, stand, or park a vehicle within an alley in such position as to block the driveway entrance to any abutting property. (b) It shall be unlawful for any person to park any vehicle in any alley, except commercial cars, trucks or wagons for the purpose of loading and unloading, and then not for a longer period than is actually necessary to load or unload." SECTION 5. Article XII, Section 128, of Ordinance No. 11,125 is hereby amended to read as follows: 3 - "Section 120'. Rights and duties at controlled intersections. - Whenever traffic is controlled by traffic control signals, pedestrians shall not cross the -roadway at any place except as permitted in Sections 43 and 44 of this Ordinance. A pedestrian crossing; or starting across any such crosswalk; on a-green signal shall have the right of way over all vehicles, including those making turns until such pedestrian has reached the opposite curb or a safety zone. ", SECTION Article VIV, Section 144, of Ordinance No. 11,125 is hereby amended to read as follows: "Section 144. Driving without a License. - No person shall operate a motor vehicle upon the streets or alleys of tine City of Little hock unless such person has a valid license as an operator or chauffeur as required by the laws of the State of Arkansas." SECTION 7. Article XIV, Section 165, of Ordinance No. 11,125 is hereby amended to read as follows: "Section 165. Unattended motor vehicles. - No person driv- ing or in charge of a motor vehicle shall permit it to stand unattended without first stopping the engine, locking the ignition and removing the key, or when standing upon any perceptible grade without effectively setting the brake thereon and turning the front wheels to the curb or side of the highway." SECTION s. Article XV, Section 182, of Ordinance No. 11,125 is hereby amended to read as follows: "Section 132. Failure to comply with traffic citation attached to parked vehicle. - If a violator of the restrictions - [ - on stopping, standing, or parkin; under this Ordinance does not appear in response to a traffic citation affixed to such motor vehicle within the specified time of cita- tion, the T:. -affic Violations Bureau shall send to the owner of the motor vehicle to which the traffic citation was affixed, a notice by mail informing him of the viola- tion and warning him that in the event such notice is disregarded for a period of five days a warrant of arrest will be issued." SECTION 9. Subsection (d), under Article I, Subdivision 1, Section 2, of Ordinance No. 11,125 is hereby amended to read as follows: B°Subdivison 1. - Vehicles, Traffic, Etc.,Defined. Section 2. (d) Authorized Emergency Vehicle. - Vehicles of the Little Rock Fire Department, the Little Roca: Police Department when such vehicle is actually responding to an emergency call, and such ambulances and emergency vehicles of municipal depa =-t- ments or public service corporations as are operatin`; under the conditions set forth in - ection 2 of Ordinance No. 10,�o0, the same being an Ordinance regula�--in- the operation of private ambulances in the City of Little ock; and for other purposes,. provided that such notification of an emergency communicated to the driver of an ambulance by any such medical doctor o* police officer shall be i-nunediately reported to the Desk Sergeant of the Little :oc . Police Department." SECTION 10. It has been found and is declared by the Board of Directors of the City o-'- Little Rock, Arkansas, that grave traffic _ S _ J hazards exist in the City of Little Rocs., endangering the lives and property of its citizens; cbat stren`;thened and more compre- hensive traffic laces will ��aterially re(--'L'uce such tra J is hazards. Therefore, an emer5-ency is hereby declared to exist, and this ordinance, being necesssary for the preservation of the public peace, health and safety, shall be in full force and effect from and after its passage and approval.
