ORDINANCE NO. 11,166
AN ORDINANCE APPROPRIATING THIRTEEN THOUSAND FIVE HUNDRED
AND N01100 DOLLARS ($139500.00) FOR TRAFFIC SIGNALS ON
UNIVERSITY AVENUE AND THIRTY THREE THOUSAND SEVEN HUNDRED
EIGHTY AND 18/100 DOLLARS ($33,780.18) TO COMPLETE THE
CONTRACT PRICE AND INCIDENTAL EXPENSES FOR CONSTRUCTION OF
UNIVERSITY AVENUE; AND FOR OTHER PURPOSES.
WHEREAS, Ordinance No. 11,139, same being the Budget Ordinance
of the City of Little Rock, Arkansas, for the year 1961, reflects
that a reserve has been established encumbering a sum of Four
Hundred Fifty Thousand and No /100 Dollars ($450,000.00) for use
on the Eighth Street Improvement Program; and
WHEREAS, the costs and expenses in connection with the proper
completion of University Avenue require certain additional funds
for signal equipment and completion of miscellaneous items in
connection with the said University Avenue; and
WHEREAS, it is the desire of the Board of Directors of the
City of Little Rock to use a portion of the funds encumbered for
use in the Eighth Street Improvement Program for the purpose of
meeting needs and obligations of the University Avenue Project;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The sum of Thirteen Thousand Five Hundred and
No /100 Dollars ($13,500.00) is hereby appropriated from surplus
in the General Fund, previously encumbered and allocated by
Resolution No. 2546 for use on Eighth Street Right -of -Way Project,
to Street Construction Fund, Project 3, for use in the purchase
of signal equipment for University Avenue.
SECTION 2. The sum of Thirty Three Thousand Seven Hundred
Eighty and 18/100 Dollars ($33,780.18) is hereby appropriated
from surplus in the General Fund, previously encumbered and allo-
cated by Resolution No. 2546 for use on Eighth Street Right -Of -Way
Project, to Street Construction Fund, Project 3, for use in com-
pleting the construction and extra work on University Avenue

ordered or authorized by the City of Little Rock.
SECTION 3. Whereas, University Avenue is near completion
and is in dire need of traffic signal equipment; and Whereas,
work has been performed pursuant to the contract for the con-
struction of University Avenue and further work has been authorized
or performed, or both, by the Contractor and others; and whereas,
certain sums are immediately due and payable, both for the acquisi-
tion of traffic signal equipment and for the purpose of paying
legal indebtednesses of the City of Little Rock for the said work
on University Avenue; and whereas, without an appropriation it
will be impossible to meet the obligations of the City and acquire
traffic signal equipment which will greatly relieve and enhance
traffic congestion and a threat to the public health, safety
and welfare; and whereas, the appropriation of .the sums named
herein will greatly benefit the public health, safety and welfare
by providing for the proper completion and signalization of Uni-
versity Avenue; now therefore, an emergency is hereby declared to
exist and this ordinance shall be in full force and effect from
and after its passage and approval.
