City of Little Rock shall be collected regularly by

o employees of the city; and for said services the
.A sanitation department of the city, or its duly

'o authorized representatives, shall collect fees as

4 set out in the following schedule:
"(a) The rate shall be one and 25/100 dollars
($1.25) per month for each single residence
or unit of a multiple dwelling. This charge
will be placed on the water bill where they
have individual water meters excepting:
"(1) Commercial customers (so- called) will
be charged according to the time re-
quired to make the pick -up, figured on
a basis of twenty dollars ($20.00) per
truck crew hour.
"(e) 'The date of January first, 1962, is hereby
established as the first day on which the
rate, as herein provided, shall become
effective."

SECTION 2. It is hereby found and determined that in
order to continue the efficient operation of the Sanitation
Department of this City the rates herein provided should be
placed into effect on January 1, 1962, and that the failure
to do so will create a situation detrimental to the public
peace, health and safety; now therefore, an emergency is
hereby declared to exist and this ordinance shall be in full
force and effect from and after January 1, 1962.
