11354ORDINANCE NO. 11,354 AN ORDINANCE ACCEPTING THE RECOMMENDATION OF THE LITTLE ROCK PLANNING COMMISSION RESPECTING THE ESTABLISHMENT OF A PARKS, PLAYGROUNDS AND RECREA- TIONAL AREAS PLAN FOR THE LITTLE ROCK PLANNING AREA, AND RELATED MATTERS; ESTABLISHING SAID PLAN; M AND FOR OTHER PURPOSES. -i BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: V) 0 �,'� Section 1. Acceptance of the Revort. A resolution adopted H by the Little Rock Planning Commission on January 10, 1963, entitled: "A Resolution Approving and Adopting the Parks, Play- Co., grounds and Recreational Areas Plan for the Little Rock Planning co Area and Recommending Said Plan to the Board of Directors of the City of Little Rock, Arkansas" is hereby accepted as the report and recommendation of said Commission respecting the matter therein set forth. Q . 0 o Section 2. AdORtion of the Plan. There is hereby adopted, >4 as the First Component of the Community Facilities Plan for the Little Rock Planning Area, and as part of the Little Rock Municipal w1a Plan, a parks, playgrounds and recreational areas plan, which plan 4 o is shown on maps and charts bearing the title "Parks, Playgrounds W z and Recreational Areas Plan of the Little Rock Planning Area: and al identified as Maps "A" and "B" and Chart 1, and further identified by the signature of the Chairman of the Little Rock Planning Commission duly attested by the Secretary of said Commission, and by the signature of the Mayor duly attested by the City Clerl�, which maps and charts accompany this ordinance. Said maps and charts and all explanatory matter thereon are hereby adopted and made a part of this ordinance as fully as if described herein at length. Said maps and chart, together with such other maps, charts, documents, ordinances, or orders as may from time to time be prepared and adopted, all pursuant to Act 186 of 1957 of the General Assembly of the State of Arkansas, shall be known and may be cited as the "Parks, Playgrounds and Recreational Areas Plan of the Little Rock Planning Area ". Section 3. Establishment of Classifications. For the purpose of this ordinance and plan, there are hereby established three classifications of park, playground and recreational sites designated as follows: name identifying symbol 1. Metropolitan Area Park A 2. Community Park C 3. Neighborhood Park N Within each classification, the sites are identified as follows: 0GO - 30 6, « t 'i -2- type Existing facility Proposed facility in a definitely fixed and describable location Proposed facility in a general location identifying symbol E F G The various sites are further identified by number, all as shown on the plans documents described in Section 2 of this ordinance. Section 4. Planning Specifications. The parks, playgrounds and recreational areas shown on the plan presently serve, or shall be planned to serve their functions according to the following: 1. MetroRolitan Area Park - a large park or reservation, designed to preserve the scenic features of the areas, and intended to provide the setting for diversified recreation and enjoyment by large numbers of people living throughout the metropolitan area. 2. Community Park - a community center and playfield park, designed and equipped to serve the active and passive recreational needs of several neighborhoods, and having a service radius of approximately one mile. 3. Neighborhood Park - a recreational center and playlot, designed and equipped to serve the active play needs of children residing within easy walking distance. Section 5. Recording. A copy of this ordinance, together with the maps and charts referred to herein, shall be filed in the Office of the Recorder of Pulaski County as required by Act 186 of 1957 of the General Assembly of the State of Arkansas. Section 6. Severability. If any section, clause, paragraph provision or portion of this ordinance and plan shall be held invalid or unconstitutional by any court of competent jurisdiction, such holding shall not affect any other section, clause, paragraph, provision or portion of these rules and regulations. Section 7. Effective Date. This ordinance shall be in full force and effect from and after its passage, approval and filing.
