AN ORDINANCE APPROPRIATING ONE HUNDRED SEVENTY EIGHT THOUSAND
SIX HUNDRED DOLLARS ($1782600.00) FOR RIGHT -OF -WAY FOR THE
EAST -WEST EXPRESSWAY; PROVIDING FOR PURCHASE OF CERTAIN PAR-
CELS OF LAND; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK,
SECTION 1. The City Manager is hereby authorized and directed
"; to acquire certain parcels of land within the contemplated East -West
Expressway as hereinafter identified by number. Each parcel shall
obe acquired for the price hereinafter set forth opposite the parcel
number, which price represents the approved appraisal of said parcel

ro by the United States Bureau of Public Roads and the Arkansas State

g Highway Department. The full legal description of each parcel and
the approved appraisal thereof are now, and shall hereafter remain,
on file in the office of the Real Estate Department of the City of
Little Rock, Arkansas.
SECTION 2. The parcels which the City Manager is hereby autho-
rized to acquire and the approved appraisal and purchase price there-
of are as follows:

SECTION 3. The City Manager and Director of Finance are hereby
authorized to pay by warrant of the City of Little Rock the above pur-
chase price for the respective parcels to the person or persons en-
titled thereto according to the opinion of the City Attorney so as
to vest full legal title to the parcel in the City of Little Rock.
SECTION 4. There is hereby appropriated the sum of One Hundred
Seventy Eight Thousand Six Hundred and No /100 Dollars ($178,600.00)
from the City of Little Rock Street Right -of -Way Fund, Project 1 -Ex-
pressway, for the purposes set forth in the above sections hereof.
SECTION 5. It is hereby found by the Board of Directors of the
City of Little Rock that traffic conditions within the City are con-
gested and dangerous to the lives and property of its citizens; that
expressways are needed and that this ordinance is necessary to pro-
vide for the immediate acquisition of right -of -way for such purposes;
and it is further found that the price established for the parcels
to be acquired is advantageous to the City and that the acquisition
of said parcels should be made immediately; now therefore, an emergency
is hereby declared to exist and this ordinance being necessary for
the preservation of the public peace, health and safety shall be in
full force and effect from and after its passage and approval.
