AN ORDINANCE APPROPRIATING NINETY TWO THOUSAND SEVEN HUNDRED
FIFTY AND N01100 DOLLARS ($92,750.00) FOR RIGHT -OF -WAY FOR
THE EAST -WEST EXPRESSWAY; PROVIDING FOR PURCHASE OF CERTAIN
PARCELS OF LAND; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK,
ARKANSAS:
SECTION 1. The City Manager is hereby authorized and directed to
acquire certain parcels of land within the contemplated East -West Express-
way as hereinafter identified by number. Each parcel shall be acquired
for the price hereinafter set forth opposite the parcel number, which
price represents the approved appraisal of said parcel by the United
States Bureau of Public goads and the Arkansas State Highway Department.
The full legal description of each parcel and the approved appraisal
thereof are now, and shall hereafter remain, on file in the office of
the Real Estate Department of the City of Little Rock, Arkansas.
SECTION 2. The parcels which the City Manager is hereby authorized
to acquire and the approved appraisal and purchase price thereof are as
follows:

SECTION 3. The City Manager and Director of .finance are hereby
authorized to pay by warrant of the City of Little _Rock the above pur-
chase price for the respective parcels to the person or persons entitled
thereto according to the opinion of the City Attorney so as to vest full
legal title to the parcels in the City of Little Rock.
SECTION 4. There is hereby appropriated the sum of Ninety Two
Thousand Seven Hundred Fifty and No /100 Dollars ($92,750.00) from the
City of Little Rock Street light -of -Way Fund, Project 1- Expressway, for
the purposes set forth in the above sections hereof.
SECTION 5. It is hereby found by the Board of Directors of the
City of Little Rock that traffic conditions within the City are congested
and dangerous to the lives and property of its citizens; that express-
ways are needed and that this ordinance is necessary to provide for the

immediate acquisition of right -of -way for such purposes; and it is
further found that the price established for the parcels to be acquired
is advantageous to the City and that the acquisition of said parcels
should be made immediately; now therefore, an emergency is hereby de-
clared to exist and this ordinance being necessary for the preservation
of the public peace, health and safety shall be in full force and effect
from and after its passage.
