AN ORDINANCE VACATING, ABANDONING AMID CLOSING
EAST 7th AND EAST 8th STREETS BETWEEN FERRY STREET
AND INTERSTATE HIGHWAY 302 AND FERRY STREET BETWEEN
EAST 7th STREET AND EAST 8th STREET, IN THE CITY
OF LITTLE ROCK, ARM NSA S .
WHEREAS, a Petition was duly filed by the Housing Authority
of the City of Little Rock, Arkansas, and the Little Rock School
District, Little Rock, Arkansas, with the Board of Directors of the
City of Little Rock, Arkansas, asking the Board of Directors to
vacate, abandon and close East 7th and East 8th Streets between
Ferry Street and Interstce Highway 30, and Ferry Street between
East 7th Street and East 8th Street, in the City of Little Rock,
Arkansas, same being more particularly described in said Petition
and hereafter; and
WHEREAS, after due notice as required by law, the Board of
Directors has, at the time and place mentioned in the Notice, heard
all persons desiring to be heard on the question and has ascertained
that East 7th and East 8th Streets between Ferry Street and Interstate
Highway 30, and Ferry Street between East 7th and East 8th Streets
in the City of Little Rock, Arkansas are no longer needed or required
for corporate purposes or for use by the general public and adjoining
owners in that other streets are ava%lable and used for these purposes,
that Petitioners are the only abutting landowners upon East 7th and
East 8th Streets between Ferry Street and Interstate Highway 30, and
Ferry Street between East 7th and East 8th Streets in the City of
Little Rock, Arkansas, to be vacated and accordingly all abutting
landowners have consented to such abandonment, and that the public
interest and welfare will not be adversely affected by theabandonment
thereof;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, A&ANSAS :

Sectinn 1. The City of Little Rock, Arkansas, hereby
releases, vacates and abandons all its rights, together with the
rights of the public generally, in and to East 7th and East 8th
Streets Between Ferry Street and Interstate Highway 30, and Ferry
Street between East 7th and East 8th Streets, in the City of Little
Rock, Arkansas, described as follows:
No. 1: East 7th Street located between Ferry Street
and Interstate Highway 30, more particularly described
as follows:
Beginning at the Southwest corner of Lot 14, Block 3,
Stevenson's Addition to the City of Little Rock; thence
East along the North right -of -way line of East 7th
Street to its point of intersection with the West right -
of -way line of Interstate Highway 30; thence southeaster-
ly to the point of intersection of the South right -of-
way line of East 7th Street with the West right -of -way
line of Interstate Highway 30; thence West along the
South right -of -way line of East 7th Street to a point
on the North boundary line of Block 1, Johnson's Addi-
tion to the City of Little Rock, which is the point of
intersection of the North boundary line of Block 1,
Johnson's Addition to the City of Little Rock, with the
East right -of -way line of Ferry Street being the West
boundary line of Block 3, S°Tevenson's Addition, extended
to the South; thence North along the East right -of -way
line of Ferry Street to the point of beginning.
No. 2: East 8th Street located between the East right -
of -way line of Ferry Street and the West right -of -way
line of Interstate Highway 30, more particularly
described as follows:
Beginning at the Southwest corner of Lot 1, Block 1,
Johnson's Addition to the City of Little Rock; thence
East along the North right -of -way line of East 8th
Street to its point of intersection with the West right -
of -way line of Interstate Highway 30; thence Southeaster-
ly along the West right -of -way line of Interstate Highway
30 to its point of intersection with the South right -
of -way lineof East 8th Street; thence West along the South
right -of -way line of East 8th Street to its point of
intersection with the East right -of -way line of Ferry
Street, said point of intersection also being the North-
west corner of Lot 1, Block 2, Johnson's Addition to the
City of Little Rock; thence North along the East right -
of -way line of Ferry Street to the point of beginning.
No. 3: Ferry Street between the South right -of -way
line of East 7th Street and the North right -of -way line
of East 8th Street, more particularly described as
follows:
Beginning at the Northeast corner of Block 3, Johnson's
Addition to the City of Little Rock, Arkansas; thence

East along the South right -of -way line of East 7th Street
to the East right -of -way line of Ferry Street, said
point also being the Northwest corner of Lot 1, Block 1,
Johnson's Addition to the City of Little Rock, Arkansas;
thence South along the East right -of -way line of Ferry
Street to the North right -of -way line of East 8th Street,
said point also being the Southwest corner of Lot 1, Block
1, Johnson's Addition to the City of Little Rock; thence
West along the North right -of -way line of East 8th Street
to the West right -of -way line of Ferry Street, said point
also being the Southeast corner of Block 3, Johnson's
Addition to the City of Little Rock; thence North along
the West right -of -way line of Ferry Street to the point
of beginning;
and that the ownership thereof except as to utility easements pro-
vided for in Section-.2, and a drainage easement as provided in
Section 3 hereafter shall vest in the owners of the abutting property.
Section 2. The rights now held by any public utility company,
under the laws of the State of Arkansas or under grants heretofore
made by the City of Little Rock, Arkansas, to use East 7th and East
8th Streets and Ferry Street, as described above in Section 1
(description Nos. 1, 2 and 3), for the location and operation of
lines and facilities for the furnishing of public utility services,
shall not be abrogated, diminished or changed by the enactment of
this Ordinance, and utility easements now in effect are specifically
excepted from this closing.
Section 3. The entire right -of -way of Ferry Street from the
South right -of -way line of East 7th Street to the North right -of-
way line of East 8th Street, as described above in Section 1,
(description No. 3) shall be retained by the City of Little Rock,
Arkansas, as a drainage easemtnt for the location of existing and
proposed storm drainage systems.
Section 4. A copy of this Ordinance, duly certified by the
City Clerk, shall be filed in the Office of the Recorder of Pulaski
County, Arkansas, and recorded in the deed records of said County.
Section 5. The redevelopment of the lands owned by Petitioner,

Housing Authority of the City of Little Rock, as part of its
urban renewal project, will be seriously delayed if said portion
of streets are not closed and vacated immediately. An emergency
is therefore declared to exist and this Ordinance being necessary
for the immediate preservation of the public welfare shall take
effect immediately upon its passage and approval.
Section 6. All ordinances or parts of ordinances in conflict
herewith are hereby repealed.
