AN ORDINANCE AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE A COOPERATIVE
AGREEMENT WITH THE LITTLE ROCK HOUSING
AUTHORITY FOR THE DEVELOPMENT OF CITY
PROPERTY INTO A PUBLIC PARK; AND FOR
OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Mayor and City Clerk are hereby
authorized and directed to execute for and in behalf
of the City of Little Rock, Arkansas, a Cooperation
Agreement with the Little Rock Housing Authority, which
agreement shall be in form and words as follows:

COOPERATION AGREEMENT

This Agreement, entered into on the date last undersigned by and between
the Housing Authority of the City of Little Rock, Arkansas (hereinafter called
the "Authority ") and the City of Little Rock, Arkansas (hereinafter called the
"City "), WITNESSETH:
WHEREAS, the Authority proposes, pursuant to the provisions of the National
Housing Act of 1949, as amended, and Act 212 of the Acts of the Arkansas General
Assembly for the year 1945, and all acts amendatory thereto, to install and
construct certain site improvements that are necessary and appropriate to imple-
ment and carry out the Central Little Rock Urban Renewal Project, ARK R -12, which
is bounded generally by the Arkansas River on the North, and by the Little Rock -
North Little Rock Expressway on the East, by Fifteenth Street on the South, and
by Broadway on the West; and
WHEREAS, the City recognizes its obligation to timely share in the cost of said
project through the provision of Cash Grants -in -aid to properly insure that
the plan is carried to a successful conclusion; and
WHEREAS, the Authority and the City are desirous of reducing to writing this
statement of the intentions and undertakings of each in connection with the Central
Little Rock Urban Renewal Project, ARK R -12;
NOW, THEREFORE, in consideration of the recitals hereof and of the mutual
promises and covenants herein set forth, the parties hereby agree as follows:
1. The Authority agrees:
(a) To construct, install and provide as necessary and appropriate and as
required.,to implement and carry out the Urban Renewal Plan for the Central
Little Rock Project, ARK R -12, certain site improvements, including but
not limited to, the installation of plazas, open areas, landscaping and
other necessary incidental items.
(b) To acquire as necessary lands upon which said plazas, open areas

and landscaping will be installed and upon completion of said plazas,
open areas and landscaping, dedicate the lands and improvements to the
City of Little Rock, Arkansas, to be owned, operated and maintained by
the City.
2. The City agrees:
(a) To use lands dedicated to the City by the Authority as plazas, open
or landscaped areas only for a period of twenty (20) years from and after
the date of said dedications.
(b) To provide to the Authority on or before December 31, 1966, a sum
of one hundred thousand dollars ($100,000.00) which sum shall be used by
the Authority in obtaining credit for federal matching funds at the ratio
of two - for -one as provided by the National Housing Act of 1949, as amended,
and all of which funds shall be credited to the net project cost of said
Project, ARK R -12.
3. This Cooperation Agreement shall be terminated if at any time the Urban
Renewal Administration of the Housing and Home Finance Agency of the
United States of America determines that the proposed project, and any
plan or plans for its redevelopment, rehabilitation or renewal, are not
acceptable, or that the project area is not eligible for continued
Federal financial assistance under the provisions of the National Housing
Act of 1949, as amended.
4. The provisions of this Agreement are severable and if any part hereof shall
be held invalid, such holding shall not affect the remainder hereof,
which shall remain in full force and effect.
IN WITNESS WHEREOF, the Authority and the City have caused this Cooperation
Agreement to be executed by their duly authorized officers this day of
