AN ORDINANCE APPOINTING E. A. BOWEN, JR.
TO FILL A VACANCY IN THE OFFICE OF
DIRECTOR OF THE CITY OF LITTLE ROCK=
AND FOR OTHER PURPOSES.
WHEREAS, Ray Winder departed this life July 14, 1967
thus creating a vacancy in the position of director to the
Board of Directors of the City of Little Rock; and
WHEREAS, it is the desire of the Board of Directors
to appoint a legally qualified person to fill said vacancy
for the unexpired term thereof, all in accordance with the
laws of the State of Arkansas.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. E. A. BOWEN, JR.
is hereby appointed
as a member of the Board of Directors of the City of Little
Rock, Arkansas for the unexpired term of Ray Winder, which
vacancy has been created by reason of his death on July 14, 1967.
SECTION 2. The affairs of the City of Little Rock are
such that it necessarily requires the careful attention of a
full membership to the Board of Directors at all times and
the vacancy created by the death of Ray Winder creates an
emergency detrimental to the public peace, health and safety
of the public generally;
NOW, THEREFORE, and in order to alleviate said condition
an emergency is declared to exist, and this Ordinance shall be
in full force and effect from and after its passage.
