AN ORDINANCE VACATING, ABANDONING AND CLOSING WEST 7TH
STREET BETWEEN THE EAST -WEST EXPRESSWAY AND ARTHUR
STREET, A PORTION OF THE NORTH -SOUTH ALLEY IN BLOCK 2,
HUFFMAN'S ADDITION, BETWEEN THE EAST -WEST EXPRESSWAY AND
WEST 7TH STREET, ARTHUR STREET BETWEEN THE EAST -WEST
EXPRESSWAY AND A POINT 310 FEET SOUTH OF WEST 5TH STREET,
AND GARFIELD STREET BETWEEN THE EAST -WEST EXPRESSWAY AND
WEST 7TH STREET, ALL IN THE CITY OF LITTLE ROM, ARKANSAS.
WHEREAS, a Petition was duly filed by the Housing Authority
of the City of Little Rock, Arkansas, and Little Rock Land
Company, with the Board of Directors of the City of Little Rock,
Arkansas, asking the Board of Directors to vacate, abandon and
close West 7th Street between the East -West Expressway and
Arthur Street, a portion of the North -South alley in Block 2,
Huffman's Addition, between the East -West Expressway and West
7th Street, Arthur Street between the East -West Expressway and a
point 310 feet South of West 5th Street, and Garfield Street
between the East -West Expressway and West 7th Street, all in
the City of Little Rock, Arkansas, same being more particularly
described in said Petition and hereafter; and
WHEREAS, after due notice as required by law, the Board of
Directors has, at the time and place mentioned in the Notice,
heard all persons desiring to be heard on the question and has
ascertained that West 7th Street between the East -West Expressway
and Arthur Street, a portion of the North -South alley in Block 2,
Huffman's Addition, between the East -West Expressway and West
7th Street, Arthur Street between the East -West Expressway and a
point 310 feet South of West 5th Street, and Garfield Street
between the East -West Expressway and West 7th Street, all in the
City of Little Rock, Arkansas, are no longer needed or required

for corporate purposes or for use by the general public and
adjoining owners in that other streets and alleys are available
and used for these purposes, that Petitioners, Housing Authority
of the City of Little Rock, Arkansas, and Little Rock Land
Company, are the only abutting landowners uponthe streets and
alley to be vacated in these proceedings (Petitioner, Little Rock
Land Company, having acquired title since the filing of said
Petition from the Little Rock School District of Pulaski County,
Arkansas, to those lands located on the West side of the portion
of Arthur Street to be closed in these proceedings), and according-
ly all abutting landowners have consented to such abandonment,
and that the public interest and welfare will not be adversely
by
affected /the abandonment thereof;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The City of Little Rock, Arkansas, hereby releases,
vacates and abandons all its rights, together with the rights of
the public generally, in and to West 7th Street between the East -
West Expressway and Arthur Street, a portion of the North -South
alley in Block 2, Huffman's Addition, between the East -West
Expressway and West 7th Street, Arthur Street between the East -West
Expressway and a point 310 feet South of West 5th Street, and
Garfield Street between the East -West Expressway and West 7th
Street, all inthe City of Little Rock, Arkansas, more particularly
described as follows:
West 7th Street between the East -West Expressway and
Arthur Street, in the City of Little Rock, Rulaski
County, Arkansas, more particularly described as follows:
Beginning at the Northwest corner of Block 2, Huffman's
Addition to the City of Little Rock, Arkansas, run
thence East along the South right -of -way line of West
7th Street, being the North boundary line of Block 2,
Huffman's Addition to the City of Little Rock, Arkansas,

to the point of intersection with the North right -of -way
line of the East -West Expressway; thence Northeasterly
along the North right -of -way line of the East -West
Expressway to its point of intersection with the North
right -of -way line of West 7th Street; thence West along
the North right -of -way line of West 7th Street to its
point of intersection with the East right -of -way line
of Arthur Street; thence South to the point of beginning.
That portion of the North -South alley locate d in Block 2,
Huffman's Addition to the City of Little Rock,Arkansas,
between the North right -of- wayline of the East -West
Expressway and the South right -of -way line of West 7th
Street, more particularly described as follows:
Beginning at the Northeast corner of Lot 16, Block 2,
Huffman's Addition to the City of Little Rock, Arkansas;
run thence South along the West right -of -way line of
said North -South alley located in Block 2, Huffman's
Addition to the City of Little Rock, Arkansas, to its
point of intersection with the North right -of -way line
of the East -West Expressway; thence Northeasterly along
the North right -of -way line of the East -West Expressway
to its point of intersection with the East right -of -way
line of said alley; thence North along the East right -
of -way line of said alley to the Northwest corner of
Lot 1, Block 2, Huffman's Addition to the City of Little
Rock, Arkansas; thence West along the South right -of -way
line of West 7th Street to the point of beginning.
Arthur Street between the North right -of -way line of
the East -West Expressway and a point 310 feet South of
West 5th Street, more particularly described as follows:
Beginning at the point of intersection of the North
right- of-way line of the East -West Expressway and the
East right -of -way line of Arthur Street; thence North
along the East right -of -way line of Arthur Street to a
point 310 feet South of the South right -of -way line of
West 5th Street, said point also tieing the point of
intersection of the South boundary line of W. & C.
Addition to the City of Little Rock, Arkansas, extended
East and the East right -of -way line of Arthur Street;
thence West to the West right -of -way line of Arthur
Street; thence South along the West right -of -way line
of Arthur Street to its point of intersection with the
North right -of -way line of the East -West Expressway;
thence East along the North right -of -way line of the
East -West Expressway to the point of beginning.
Garfield Street between the East -West Expressway and
West 7th Street, in the City of Little Rock, gulaski
County, Arkansas, more particularly described as follows:

Beginning at the Northeast corner of Block 2, Huffman's
Addition to the City of Little Rock, Arkansas; run thence
East along the South right -of -way line of West 7th Street,
being the North boundary line of Block 2, Huffman's Addi-
tion to the City of Little Rock, Arkansas, extended East,
to its point of intersection with the North righttf-way
line of the East -West Expressway; run thence Southwesterly
along the North right -of -way line of the East -West Express-
way to its point of intersection with the East boundary
line of Block 2, Huffman's Addition to the City of Little
RoclSArkansas; thence run North along the East boundary
line of Block 2, Huffman's Addition to the City of Little
Rock, Arkansas, being the West right -of -way lineohar-
field Street, to the point of beginning;
and ownership thereof except as to utility easements provided
for in Section 2 hereafter shall be vested as between the two
Petitioners herein in the manner according to law to which each
is entitled.
Section 2. That the rights now held by any public utility
company, under the laws of the State of Arkansas or under grants
heretofore made by the City of Little Rock, Arkansas, to use the
streets and alley as described above in Section 1, for the
location and operation of lines and facilities for the furnishing
of public utility services shall not be abrogated, diminished
or changed by the enactment of this Ordinance, and utility ease-
ments now in effect are specifically excepted from this closing.
Section 3. A copy of this Ordinance, duly certified by the
City Clerk, shall be filed in the office of the Recorder of Pulaski
County, Arkansas, and recorded inthe deed records of said County.
Section 4. The redevelopment of the lands now owned by
Petitioner, Housing Authority of the City of Little Rock, Arkansas,
as part of its urban renewal project, will be seriously delayed
if said streets and alley are not closed and vacated immediately.
An emergency is therefore declared to exist and this Ordinance

being necessary for the immediate preservation of the public
welfare shall take effectimmediately upon its passage and
approval.
Section 5. All ordinances or parts of ordinances in conflict
herewith are hereby repealed.
