AN ORDINANCE ESTABLISHING SEWER IMPROVEMENT
DISTRICT NO. 139 OF LITTLE ROCK, ARKANSAS.
WHEREAS, parties claiming to be the owners of two - thirds or more in
assessed value of real property located within the territory hereinafter
described, more than two - thirds of which lies within the City of Little
Rock and less than one -third of which lies outside said City, have filed
a petition praying that an improvement district be established for the
purposes hereinafter set out, and
WHEREAS, after due notice as required by law, the Board of Directors
of the City of Little Rock, Arkansas, has heard all the parties desiring
to be heard, and has ascertained that said petition was signed by two-
thirds or more in assessed value of the owners (a) of the real property
in the territory hereinafter described which lies within the City of
Little Rock, Arkansas, and also (b) of the real property in the territory
hereinafter described which lies outside of said City, now, therefore,
BE IT ORDAINED by the Board of Directors of the City of Little Rock,
Arkansas:
SECTION 1. There is hereby established an improvement district
embracing the following property, to -wit:
Part of Sections 11, 14, 15, and 23, T -1 -N, R -13 -W, Pulaski County,
Arkansas, more particularly described as: Beginning at the common
corner of Sections 10, 11, 14 and 15, T -1 -N, R -13 -W, Pulaski
County, Arkansas; thence East along North line of said Section 14
to the Northeast corner of the NWk NWk said Section 14; thence
North along the West line of the SWk SEk SWk said Section 11 to
the Northwest corner thereof; thence East along the North line
of said SWk SE'k SWk Section 11 and continue East along the North
line of the SE'k SEA SWk and the SWk SWk SE's said Section 11 to
the West right of way line of Walker Street; thence South along
the West right of way line of Walker Street to the South right
of way line of West 28th Street; thence East along the South

for the purposes of constructing within the district a sanitary sewer
collection system to serve the inhabitants of said district and con-
structing a sanitary sewer line beyond the boundaries of the said sewer
district, if necessary, to make the desired connection with the sanitary
sewer system of Little Rock, Arkansas; said purposes to be accomplished
in the manner and of the materials that the commissioners of the dis-
trict shall deem to be in the best interests of the district, and the
cost thereof to be assessed upon the real property above described
according to the benefits received.
Said district shall be known as "Sewer Improvement District No.
139 of Little Rock, Arkansas," and Howard D. Tanner, Sr., Carl L.
House and Ralph J. T. Wiggins, who are owners of real property in said
district, are hereby named commissioners and shall compose the Board
of Improvement for said district.
SECTION 2. This ordinance shall take effect and be in force
from and after its passage.
