11963ORDINANCE NO. 119963 AN ORDINANCE APPROPRIATING THE SUM OF $1, 000.00 FROM THE UNENCUMBERED BALANCE OF THE GENERAL FUND TO POLICE ACCOUNT 74 -5.09 FOR THE PURPOSE OF PROVIDING A REWARD IN SAID AMOUNT FOR EVIDENCE AND INFORMATION GIVEN RESULTING IN THE ARREST AND CONVICTION OF THE ASSAILANT OR ASSAILANTS OF LLOYD W. WORTHY; AND FOR OTHER PURPOSES. WHEREAS, the assailant or assailants of Doyd W. Worthy, formerly a patrolman of the Little Rock Police Depart- merit has or have not,been apprehended and brought to justice; and WHEREAS, it is the desire of the Board of Directors of the City of Little Rock to do everything in its power to assist in the procurement of evidence and information resulting in the arrest and conviction of the person or persons responsible for the death of Officer Worthy. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. There is hereby appropriated from the un- encumbered balance in the General Fund of the City of Little Rock to Police Budget Account 74 -5.09 the sum of One Thousand and No /100 Dollars ($1,000.00) to be used for the purpose of a reward payable to the person or persons furnishing information and evidence leading to and resulting in the arrest and convict- ion of the person or persons responsible for the death of Lloyd W. Worthy, former patrolman with the Police Department of the City of Little Rock. SECTION 2. The reward money appropriated in Section 1 hereof shall not be paid out by the City Manager and Director of Finance except with the prior approval and authorization of the Board of Directors, which body shall have the uncontrolled dis- poG - S7 r-13 -2- cretion in determining the recipient or recipients of said reward money. The offer of reward shall not be considered or treated as a unilateral contract and no vested right thereto shall accrue to any person or persons, said reward being a gratuity to be awarded only in the discretion of the Board of Directors of the City of Little Rock. Under no condition will any law enforcement personnel or members of the families of such be eligible to receive said reward. SECTION 3.
