12184ORDINANCE NO. 12,184 AN ORDINANCE AMENDING SECTION 36 -12 (c) OF THE CODE OF ORDINANCES OF THE CITY OF LITTLE ROCK, ARKANSAS; ADDING SECTION 36 -18 TO SAID CODE OF ORDINANCES; AND FOR OTHER PURPOSES. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. Section 36 -12 (c), Thickness requirements for flexible pavements, is hereby amended to read as follows: (c) Thickness requirements for flexible pavements. Thickness for all flexible pavements, classes 1 through 4, may be determined by soil tests run by a reputable testing laboratory. The tests shall include characteristics for identifying P. R. A. soil groups and the Hveem Stabilometer resistance value. Soils having an approximate Hveem Stabilometer resistance value of twenty as determined above is the basis on which the following standards are established. The standard pavement as outlined in these specifications shall be defined as asphaltic concrete hot mix wearing surface placed on a compacted crushed stone base course. All types of flexible pavements including soil cement stabilization with asphalt surfacing shall be permitted providing, in the opinion of the city engineer, the plans and specifications and construction will define and will result in a pavement of equal or greater stability. The total thickness shall be determined by the methods outlined in the specifications. , Classification of streets 1 2 3 4 Recommended traffic index 7 6 5 4 Total thickness (inches) of standard flexible pavement 16 13 11 9 No soil test shall be required except if in the opinion of the city engineer the Hveem Stabilometer resistance values be 0 pp- kk ft - -/ w � - 2 - less than twenty. Should the Hveem Stabilometer resistance values be less than twenty, the above standards shall not govern, and the total pavement thickness shall be determined based on the test results. Should the Hveem Stabilometer resistance value be • greater than twenty, the above standards shall be modified as determined by the test results, but in no case shall the total thickness of the standard flexible pavements be less than two in- ches of asphaltic concrete surface and six inches of compacted crushed stone base material. Asphalt treated crushed stone base course may be substituted for the compacted crushed stone base course at one to two substitution ratio with a minimum reduced thickness of three inches, provided the Hveem Stabilometer resis- tance value of the subgrade is greater than 35, and the alternate construction will result in a pavement of equal or greater sta- bility, in the opinion of the City Engineer. Asphalt treated crushed stone base course construction shall comply with current Arkansas State Highway Department Specifications Special Provision: ASPHALT TREATED CRUSHED STONE BASE COURSE. SECTION 2. Section 36 -18 shall read as follows: Section 36 -18. VIOLATIONS -- PENALTY. Any person, firm or corporation violating any of the provisions of this article shall, upon conviction, be fined any sum not exceeding $200.00, and each day the violation continues shall constitute and be a separate offense.
