AN ORDINANCE ASSESSING THE VALUE OF BENEFITS TO BE
RECEIVED BY THE OWNERS OF EACH OF THE SEVERAL BLOCKS,
LOTS AND PARCELS OF LAND WITHIN SEWER IMPROVEMENT
DISTRICT NO. 139 OF LITTLE ROCK, ARKANSAS.
WHEREAS, more than two - thirds in value of the property
holders owning property adjoining the locality to be affected
and situated in Sewer Improvement District No. 139, organized
for the purposes of constructing within the district a sanitary
sewer collection system to serve the inhabitants of said dis-
trict and constructing a sanitary sewer line beyond the boundaries
of the said sewer district, if necessary, to make the desired
connection with the sanitary sewer system of Little Rock,
Arkansas, have petitioned the Board of Directors of the City
of Little Rock, Arkansas, for construction of said improvement
and that the cost thereof shall be assessed upon the real property
of said district according to the benefits received; and
WHEREAS, said benefits received by each and every block,
lot and parcel of real property situated in said district equal
or exceed the local assessment thereon; and
WHEREAS, the estimated cost of said improvement is $830,000.00,
which is less than 80% of the value of all the real property in
the district as shown by the last county assessment;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. That said several blocks, lots and parcels of
real property in said district be assessed according to the
assessment list for said improvement district as the same now
remains in the office of the City Clerk and that four percentum
(4 %) of the assessment of each of said blocks, lots and parcels
shall be collected by the County Collector with the first

installment of general taxes becoming due on the third Monday
in February, 1969, and a like amount annually thereafter with
the first installment of general taxes until the whole of said
local assessment shall be paid; provided, however, the annual
assessment of benefits aforesaid may, at the election of the
taxpayer, be paid in quarterly installments along with the
quarterly installments of the ad valorem taxes.
Section 2. This ordinance shall be in full force and effect
from and after its passage.
