AN ORDINANCE AMENDING SECTIONS 7 -19 and
7 -20 AND ADDING SECTION 7 -29 (a) TO THE
CODE OF ORDINANCES OF THE CITY OF LITTLE
ROCK, ARKANSAS; AND FOR OTHER PURPOSES.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS.

o SECTION 1. Section 7 -19 of the Code of Ordinances of the

City of Little Rock is hereby amended in the manner and respects
necessary to read as follows:

d1 "Sec. 7 -19. License fee; tags.

It shall be unlawful for any person, firm or corpora-
.. tion to own, keep or harbor a dog within the corporate
limits of the city without having first paid to the
collector an annual license fee of $2.00 each on all
r� dogs six months of age or over. The license fee
required by this section shall be due and payable as
soon as the dog attains six months of age and at the
same time the dog receives a rabies vaccination as
required in Section 7 -20 of this chapter. Upon payment
of the license tax or fee required by this section, it
shall be the duty of the collector to furnish the
a owner of the dog with a metal tag of distinctive design,
'c on one side of which shall be stamped the words, "tax
�= paid ", the year for which the same is paid, and the
serial number of the dog. Every dog covered by this
article must have and wear a collar of such type that
the city license tag may be firmly attached to said
collar. Such tag, when issued, shall at all times be
securely attached to the dog's collar or harness, and
failure to keep such tag on the dog's collar shall be
unlawful. The license as referred to in this section
shall be effective for the year ensuing its issuance
and must be renewed in each subsequent year on the same
month and day it was originally issued. This license
shall be non - transferrable and must be returned to the
city collector upon the' death of the dog.
SECTION 2. Section 7 -20 of the Code of Ordinances of the
City of Little Rock is hereby amended in the manner and respects
necessary to read as follows:
"Sec. 7 -20. Vaccination.
No person shall own, keep, harbor or have control over
any dog in the City of Little Rock or obtain a license
for any dog over the age of six months unless said
animal shall have been vaccinated with an anti - rabies
vaccine. All such dogs shall be vaccinated against
rabies annually in accordance with Act 171, Acts of
Arkansas, 1945, as amended.
All veterinarians who are licensed to practice in
Pulaski County shall be appointed registrars of the
City of Little Rock and shall register each dog that
receives a rabies vaccination if such dog is to be kept
within the corporate limits-of the City of Little Rock.

The City will furnish a four -part registration form
and tags to all veterinarians who may register dogs
kept within the city. Each veterinarian shall remit
to the city all monies collected for licenses at.the
end of each month with two copies of the registration
form.
The provisions of this section shall in no way be
construed to limit the city health officer from
establishing clinics for the purpose of vaccinating
dogs, and to charge for vaccine used in an amount
not to exceed that allowed under the State Statutes.
SECTION 3. Section 7 -29 (a) is hereby enacted as an addition
to the Code of Ordinances of the City of Little Rock, and shall read as
follows:
"Sec. 7 -29. Condition of pen and premises.
(a) It shall be unlawful for any person, firm or
corporation to abandon any dog, cat or other animal
within the corporate limits of the City of Little Rock.
Any person, firm or corporation desiring to in any way
abandon an unwanted animal may take said animal_ to the
Animal Shelter and upon relinquishment of ownership, full.
and complete authority is given the Animal Shelter to make
such disposition of the animal as the Shelter may deem
satisfactory."
SECTION 4. This Ordinance shall be in full force and effect
from and after its passage.
