12899ORDINANCE NO. 12,899 AN ORDINANCE TO PROHIBIT ANY PERSON OR PERSONS FROM FISH- ING, LOITERING, OR LITTERING IN OR ON CERTAIN LANDS OWNED BY THE CITY OF LITTLE ROCK AND OPERATED BY THE PORT AUTHOR- ITY OF THE CITY OF LITTLE ROCK KNOWN AS THE LITTLE ROCK PORT FACILITIES AND THE LITTLE ROCK PORT INDUSTRIAL PARK; MAKING THE VIOLATION HEREOF A MISDEMEANOR AND PROVIDING A PENALTY; AND FOR OTHER PURPOSES WHEREAS, the City of Little Rock owns certain lands adjacent to the Arkansas River, which has been developed as the Little Rock Port Facility and the Little Rock Port Industrial Park; and WHEREAS, in the operation of the facilities along the river front adjacent to the lands owned by the City of Little Rock, it is necessary to operate heavy industrial equipment and other heavy equipment in the efficient operation of the Little Rock Port Authority and its lessees; and WHEREAS, the unrestricted use of the river front lands by persons fishing from the bank of said lands for a distance of 1500 feet on either side of the Little Rock Port Facility's dock or loitering and littering thereon interferes with the efficient operation of said industrial activity, and any fishing from the bank of these lands, loitering thereon, or littering same is hereby deemed to be against the public interest, health, and welfare of the citizens of the City of Little Rock. IT IS, THEREFORE, ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. That fishing from the bank of the Arkansas River for a distance of 1500 feet on either side of the Little Rock Port Facility's dock on lands owned by the City of Little Rock and operated by the Little Rock Port Authority, or its lessees, or lit- tering or loitering along said area is hereby declared to be unlawful. SECTION 2. Any person violating the provisions of this Ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined not less than ten dollars ($10.00) nor more than twenty- five dollars ($25.00).
